Job Description
Overall purpose of job:
The Program Manager is responsible for managing and overseeing all programs and projects at The Leprosy Mission Nepal (TLMN) and supports the overall operations team.This role ensures that programs are implemented on time, within budget, and in compliance with internal and donor requirements. The Program Manager integrates gender equality and social inclusion into programs, data management, prepares quality reports, manages people and promotes team spirit, and ensures effective advocacy and documentation processes. Additionally, the role involves managing partnerships, ensuring safeguarding compliance, contributing to the strategic objectives of TLM Nepal’s Strategy 26-30, supporting fundraising efforts, developing human resources, fostering coordination and networking, and ensuring adherence to organizational policies and procedures.
Key Task and Responsibility
Program/Project Management:
- Oversee all programs/projects, ensuring compliance with donor contracts and partnership agreements.
- Implement programs/projects on time and within budget, adhering to TLMN and donor requirements to achieve log frame results.
- Integrate gender equality, social inclusion, and learning agendas for knowledge management, communications, and fundraising.
- Supervise procurement, monitoring, data management, and report preparation.
- Manage people and foster team spirit and effective relationships within TLM Nepal.
- Oversee advocacy, accountability, and learning documentation processes and share at various levels.
- Ensure partnerships with implementing partners comply with safeguarding, code of conduct, and other standards.
- Review program/project agreements and contracts to ensure donor requirements are considered.
- Prepare and roll out partner-level project documents, work plans, budgets, and contracts aligning with government, donor, and TLMN requirements.
- Monitor and update program/project risk logs and mitigation activities quarterly.
- Review financial reports and ensure program/project budget compliance.
- Manage agreements, contracts, and partnerships with implementing partners, consultants, and consortium partners.
- Implement IP monitoring, induction, and capacity building.
- Prepare and facilitate monthly plans for staff and mobilize them accordingly.
- Conduct quarterly project reviews and update donors through the Program Coordinator.
- Promote participatory planning, monitoring, and evaluation involving target communities and IP Board.
- Prepare periodic reports as per partnership agreements and submit them to the Program Coordinator for onward submission.
- Implement PME guidelines and maintain/update project progress/database.
- Ensure efficient resource utilization through budget tracking and expenditure recommendations.
- Comply with TLM Nepal’s M&E system and contribute to documentation.
- Build capacities of TLMN staff and Implementing Partners.
- Establish and roll out complaint response mechanisms at IPs, communities, and work sites.
Fundraising and Resource Mobilization:
- Assess development needs and assist in program development to secure funding.
- Develop concept notes, logical frameworks, and proposals.
- Research opportunities within marginalized communities.
- Motivate partners and community institutions to generate and mobilize resources locally for sustainability.
Human Resource Development:
- Manage and maximize productivity of project staff and partners.
- Coach and mentor team members for professional growth.
- Conduct quarterly People Management conversations and set objectives.
- Design and execute capacity development plans in coordination with human resources.
Coordination and Networking:
- Attend planning, management, and coordination meetings.
- Strengthen relationships with local partners, stakeholders, and communities.
- Maintain relationships with provincial, local governments, and CBOs.
- Represent TLMN Nepal at national, provincial, and district levels.
- Develop relationships with private and commercial sectors for corporate responsibility collaborations.
- Attend meetings and advocate for the inclusion of persons of concern in sectoral plans and policies.
Planning, Monitoring, Documentation, and Reporting:
- Monitor policy provisions and prepare annual/periodic plans, budgets, and reports.
- Systematically monitor field performance indicators.
- Maintain project records/database and report as per donor requirements.
- Plan and coordinate internal and external project reviews and evaluations.
- Organize and facilitate monthly/quarterly review meetings and document outcomes.
Organizational Development:
- Formulate Country Strategy 2026-30 with the support of SMT.
- Organize Annual Country Workshop, PCM, Health Check as required.
- Ensure compliance with safeguarding, code of conduct, child protection policy, and PSEA policy by all involved.
- Inform beneficiaries of relevant policies and complaints response mechanisms.
- Apply TLMN policies and procedures consistently.
- Perform any other tasks assigned by the reporting manager.
Specification:
- Master’s degree in Public Health, International development or any relevant field. Doctorate will be an advantage.
- At least 5 years of experience in leadership and senior management positions in development sector in Nepal and abroad.
Technical knowledge in one or more of the following thematic areas highly preferred: Health, Good Governance, Livelihoods, Disaster management/DRR, protection, and social inclusion, climate change.
Ability to perform assigned tasks independently, responsibly.
- Experience in leading organisational strategic planning and ensuring its effective execution.
- Experience in efficient human resources, finance and administrative management of a development organization.
- Track record of developing, leading and managing multi sector projects.
- Experience in policy dialogue with government and external support agencies
- Excellent analytical, conceptual and programmatic competencies.
- Fluent English both spoken and written.
- Sound knowledge and understanding of the development context, social, political, ethnic and economic fabrics of Nepal
