Job Description

Background

Within the HHD Group the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.

In Nepal, UNDP is the Co-Principal Recipient (PR) of the Global Fund GC7 grant for three diseases and work closely with the Government of Nepal. For effective implementation of the Global Fund programme, UNDP Nepal has established a Programme Management Unit (PMU) to coordinate and oversee the implementation and to ensure compliance of the terms and conditions of the grant agreements with the Global Fund and UNDP rules, policies, and procedures. The PMU coordinates with the national partners particularly the Ministry of Health and Population (MoHP), the Provincial and local government, government entities at federal and provinces, Non-Government Organizations, Civil Society Organizations (CSOs), communities, technical partners, UN agencies, the Global Fund (Local Fund Agent) and the Country Coordinating Mechanism.

Duties and Responsibilities

The M & E Analyst (HIV/TB) will work under overall guidance of Project Manager and direct supervision of the Programme and M&E Specialist. Both M&E Analyst HIV and TB will also contribute to the work related to Malaria under the Global Fund GC-7.

Under the overall guidance of Project Manager and direct supervision of the Programme and M&E Specialist, the Monitoring and Evaluation Analyst- HIV /TB will have below main responsibilities:

Ensure the monitoring and evaluation activities of HIV /TB component

  • To be responsible for monitoring and evaluation activities of the particularly related to HIV/TB under the Global Fund GC-7 grant.
  • Quarterly analysis of the data on HIV/TB indicators’ realization as per Grant Performance Framework and SR agreements, quality of services, summarizing of reports on project realization for concrete periods of time to present to project manager.
  • Triangulation of qualitative, quantitative and impact level data.
  • Coordinates and bares the responsibility on the quality of routine reporting of the project progress to GF, UNDP, national, provincial and to the entities as per the national strategies/ procedures and requirements.
  • Developing of draft M&E plans (separate for each Sub Recipient (SR) and an overall one for the Principal Recipient) for HIV/TB in coordination with other team members.
  • Lead and facilitate the development and strengthening monitoring and evaluation system for HIV/TB component in coordination with team members and in coordination with the government.
  • Ensuring development and implementation of recommendations on collecting processing and analysis of the data.
  • Identify capacity gaps of SRs in the field of M&E and recommend remedial actions.
  • Develop a field monitoring plan based on agreed progress and target indicators.
  • Continuous monitoring of the progress by the SRs on the given target and highlight to the project management and CO RBM Analyst if any challenges.
  • Develop/update monitoring and evaluation tools including forms, questionnaire, check lists etc.
  • Undertake regular field trips to the project sites with the purpose of performing monitoring assessments.
  • Prepare substantial monitoring and evaluation reports; make follow up on the recommendations in the report.
  • Prepare the GF and UNDP periodic M&E reports on implementation of the project.
  • Participate in development of uniformed system of indicators and ensure appropriate use of it.
  • Actively engage in different forums related to the project as per the need/as advised by the supervisor for monitoring of the progress of Technical Review Panel recommendations of the GF and progress against Capacity Building Plan.
  • Provide inputs in drafting of TORs for Baseline, Mid-term, and End of program Evaluations for HIV/TB and malaria grant.
  • Contribute to the M&E component of Malaria along with HIV/TB (as specified) in coordination with the government and respective entity.
  • Prepare the Terms of Reference for the consultants and support the M&E specialist on managing the consultancies under the grant for HIV/TB component.Coordinate with other M&E team member and project team members in developing donor reporting (PUDR), contracting SRs, review and ensure timely and quality submission of reports by SRs:
  • Review periodic technical reports of SRs and provide appropriate comments.
  • Provide technical expertise and inputs to consolidation of periodic reports for submission to donor.
  • Closely coordinate with the members of project staff in order to ensure timely and substantial reporting on activities implemented.
  • Knowledge management and capacity building of national partners on M&E related activities.
  • Organize and conduct training programmes for SRs on the use of recommended reporting and monitoring formats and guidelines.
  • Advise the project team on project implementation and actively participate in discussion related to efficient and effective programme implementation and its monitoring.
  • Conduct on job training for national counterparts (M&E staff and other staff responsible for any monitoring related activities) on monitoring and evaluation, proper filling documentation and reporting on M&E.
  • Support the project team member to lead specific M&E missions under the programme, sectoral/thematic evaluations or desk evaluations/studies or technical consultancies on selected themes.
  • Support and coordinate as needed for mid-term and end-of-programme evaluations in collaboration with internal and external evaluators.
  • Contribute to the learnings from project and for knowledge management.

Ensures Gender Equality and Social Inclusion (GESI) in Monitoring and Evaluation

  • Full compliance with UNDP rules, regulations, policies, reporting system and implementation of GESI strategies/policies, and Global Fund requirements.
  • Develop and implement strategies to address gender and social inclusion barriers in accessing HIV/TB and also contribute in Malaria services;
  • Ensure gender and social inclusion disaggregation of data/information to assure gender and social inclusion mainstreaming in monitoring and evaluation.
  • Support to create a culture within the Programme Management Unit (PMU) to respect cultural, social, and religious diversity.
  • Provide strategic guidance to the team members to establish a system to collect gender/diversity disaggregated data, impact stories and results benefiting key and vulnerable populations (male, female, gender and sexual minorities, persons with disabilities and marginalized groups) and risks and challenges associated for their meaningful participation in programme intervention, engagement in decision making processes and overall, in the federal context particularly service delivery (keeping health services in focus).
  • Ensure GESI is adequately captured in project progress reports, monitoring reports, field mission reports, research, assessment, studies, any baseline survey, and final project evaluation.
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices.
  • Collaborate with team members, programme partners, national stakeholders and SRs to ensure safe implementation of programmes at the community level applying Do No Harm approach.
  • Fully comply with UNDP’s GESI policy and ensure contribute to the zero tolerance for discrimination, harassment, sexual harassment, sexual exploitation, and abuse.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in public health, epidemiology, public administration, statistics, international development, sociology, social sciences or relevant related field is required or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • At least 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in monitoring and evaluation is required.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
  • Experience of monitoring and evaluation in the field of HIV/TB would be highly desirable.
  • Experience in assessment of data quality and analysis of data sets, preferably related to HIV/TB would be highly desirable.
  • Experience in all aspects of evaluation from initial design, field test, implementation, analysis, communication, and final use of the evaluation findings would be highly desirable.
  • Experience with Global Fund funded projects will be highly desirable.
  • Experience in providing training on M &E will be highly desirable
  • Relevant work experience with international development organizations will be desirable.
  • Experience in monitoring and evaluation from GESI lens will be highly desirable.

Required Languages

  • Fluency in Nepali and English is required.
