NDWA is looking for experienced and highly qualified Nepali candidate to lead the "Violence against women with disabilities and Inclusive Governance, Nurturing Independence, and Transforming Environments for Women and Girls with Disabilities in Nepal (IGNITE) its mission. The project has been funded by CBM Global Disability Inclusion Nepal and UNTF Candidates with proven skills of meeting the requirements and dedicated to work with OPDs and consortium partners organization are encouraged to apply for this position:
Position: Monitoring, Evaluation, Learning and Documentation Officer - GBV Programme
Work Station: Kathmandu district with frequent travel to project sites (Madhesh Province)
Report to: General Secretary
Duration: 3 years (annual contract renewal)
JOB OVERVIEW &CORE PURPOSE
The Project Coordinator oversees Action for Justice project in Kathmandu district of Bagmati Province and Inclusive Governance, Nurturing Independence, and Transforming Environments for Women and Girls with Disabilities in Nepal (IGNITE). Monitoring, Learning and Documentation Officer will be prime responsible to monitor the program spearhead the leadership and technical guidance for the gender and disabilities perspective in and across the program component. The project is to reduce gender-based violence (GBV) against women with disabilities. To attain this goal, the project will adopt a dual-pronged approach. On one hand, it will focus on empowering both organization of person with disabilities (OPDs) and women with disabilities to raise their voices against GBV. On the other hand, it will endeavor to enhance the protection and justice systems, as well as the behavior of those responsible for upholding these systems and the pertinent stakeholders.
The Monitoring, Media and documentation will closely work with GBV- Project Coordinators, Program Manager and Management team to maintain synergy in approaches and policy discourse at different levels in regard to gender and social Inclusion from the perspectives of women and girls with disabilities in Municipally and federal level.
S/he will responsible for overall Monitoring, Evaluation, Learning and Documentation in the project and organizations documentation system and media related work. He/She will be the NDWA focal point to established the monitoring, Media and documentation of the organizations programs and build the capacity of relevant staffs in effective use of the data management tools and reporting templates.
Major Responsibilities and Tasks:
Tool Development and Data management
Develop and implement a strong monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact).
Develop/ Adopt an integrated database of all projects/ programmes and ensure accountability through regular data updates, data integrity and working in collaboration with the data processors.
Work with Project/Program managers to ensure the collection of relevant and appropriate data needed for an effective Monitoring and documentation system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments.
Develop and review data collection tools for the current NDWA programmes
Incorporate field and technical team feedback to ensure the continuous improvement of data management systems within NDWA organization.
Maintain sound communication and coordination with the supporting agency concerning the all aspects related to the program
Monitoring and Reporting
Maintain and update the overall NDW's Action for Justice (A4J) and IGNITE project and others programs indicator tracker based on submissions from the PM.
Work closely with the PCs/ PMs Action for Justice (A4J) , IGNITE and others program officers to ensure that feedback to NDWA offices implementing the programme is within time.
Develop Monitoring, Evaluation, Learning and documentation plans for all projects and proposals and ensure the same is followed up during implementation
Ensure all grants have updated work-plan and performance management plan (PMPs) in tandem with all approved proposals, regularly reviewing and updating as needed
Carry out data quality assessments/ audits regularly for Monitoring, Evaluatio, Learning and Documentation data based on agreed indicators to guide decision making
Provide alert to the respective programme officers/ managers, and executive board on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.
Review monthly progress reports from partners and ensure they have evidence to back-up and provide feedback to the respective staff
Collate/ prepare over all organizations reports related to internal reporting such as the quarterly and annual reports
Ensure that cross cutting issues such as participation, gender, age and disability, Disability catagories are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability.
Learning, Accountability, Capacity Building and Documentation
Conduct monitoring of all A4J, IGNITE project and other NDWA's program implementation that meet laid down standards on a regular basis
Provide relevant evidence for learning from projects
Share learning and provide constructive comments to colleagues in order to ensure programme quality
Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered in programme delivery
Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected
Keep abreast of new approaches and tools on Monitoring, Media and Documentation, and provide training to NDWA staff as requested. Enable staff to monitor and evaluate their own efforts, gather relevant data and produce required progress reports;
Regularly collect data on and analyse the Complaints Reporting and Feedback Mechanism (CRFM) accountability data to the NDWA team to facilitate quality improvement.
Maintenance of reports &others relevant documents
Preparation and verification of documents
Liable to draft documents, filing and data entry
Perform both office and field work for relevant correspondence
Other duties are as assigned by senior executive
Qualifications, Experiences & Key Competencies
REQUIRED QUALIFICATIONS:
· Bachelor’s Degree/ preferable Master degree in journalism, Economics, Sociology, Population Studies, Research.
ESSENTIAL QUALITIES & SKILLS
Knowledge & experience of IT, Research, Data analysis, documentation and learning and Knowledge & experience of Gender Based Violence, Intersectional issues, Disability and social inclusion issues from disability perspectives is prefer.
Demonstrated experience of statistical packages and/ or data analysis software and advanced computer skills (word-processing, spread sheets, and databases) are a must
At least 2 years’ direct experience in a position of monitoring, Evaluation, Learning and documentation
Strong experience in conducting a case story, media reporting, documentation process, produce report, quarterly bulletin, annual bulletin, etc.
Excellent communication and writing skills in English and Nepali languages
Must be result focused and be able to work under pressure and tight deadlines
Excellent interpersonal skills and the ability to work well within a multi-cultural team environment
Well organized with the ability to work on multiple priorities
Proactive, focused and result oriented
Flexible approach to work demands
Excellent computer skills (MS Word, WordPerfect, Excel, PowerPoint, data,)
Proven in innovative ideas such as IT, Digital
Working experience on consortium project
