National Association of PLWHA in Nepal (NAP+N) is a national network of People Living with HIV (PLHIV) was established in 2003 that works at national level and local community-based organizations and communities with a mission to strengthen the voice of PLHIV through formation and strengthening of networks and association of PLHIV to respond to the challenges of HIV in Nepal. NAP+N focuses on building the capacity of local PLHIV groups to respond appropriately to the needs of PLHIV and its related key populations in areas of advocacy, prevention, care and support, counseling, raising community awareness, providing information and education and improving access to the healthcare and legal services.

NAP+N is seeking application from qualified, smart and result oriented Nepali citizens for the following positions under The Global Fund Project in partnership with UNDP.

Detail of Job Title:

Position: Monitoring & Evaluation Officer
Reports to: Program Manager
No of position: 1 (One)
Duty Station: Kathmandu PMU with frequent travel to project sites of NAP+N
Position type: Contract
Salary & Benefits: As per HR Policy of NAP+N
Contract Duration: Initially up to 31st December 2025 and possibilities of extension.

Roles and Responsibilities: 

Following is the list of specific duties and responsibilities that fall within the scope of the job. The incumbent will perform these tasks when necessary and as appropriate, depending on the context. In addition, it may be necessary for the individual to perform duties and responsibilities that, while not specifically listed below, fall under the general categories of this job description and are within the spirit of the job.

Under the general guidance and supervision of Program Manager, the incumbent will provide the following services:

  • Prepare district-wise target and distribute to the CBOs and share a plan to implement and track the progress.

  • Monitoring and supervise program activities to ensure that they are implemented as per plan and with highest standard.

  • Analyze program data, monthly track the achievements against target and provide feedback to CBOs and share the progress to the Program Manager.

  • Motivate and guide CMC & CHBC to collect quality data using standard form/format/templates

  • Verify all the records and reports before updating to the recording & reporting system. Complete and submit the data to Program Manager on the agreed time.

  • Compile program updates and prepare project presentations as per needs.

  • Conduct supporting monitoring/supervision visits to program districts, interact with service providers and beneficiaries (as required), and document progress against the set targets, share and ensure follow-up actions for improved program results.

  • Maintain data security, confidentiality and sharing protocols.

  • Provide technical/ facilitation support to organization to implement the event/ activities in the districts as per the organizational norms and policies and program implementation guidelines.

  • Make field trips to ensure timely completion of quality data collection and program implementation.

  • Develop a clear reporting format that is useful to capture the program work form the field.

  • Support Program Coordinator to plan and Implement program events/activities in the districts.

  • Provide necessary support to other project staff team for compiling reports, information and indicators.

  • Assist to prepare periodic progress report; monthly, semi-annual, completion and event notes in coordination with Admin/Finance Manager, Senior Program Coordinator and M&E Officer,

  • Perform other task as per the direction made by Program lead.

Required Competency

  • At least Bachelor’s Degree in Public Health, Social Science or equivalent (Master’s Degree Preferred)

  • At Least two years of working experience in the field of HIV or any other development field as a M&E Officer,

  • Good in written and spoken in English & Nepali language,

  • Should be with a positive attitude and must have team player skills,

  • Results orientated and the ability to work with a sense of urgency in a multicultural and diverse environment,

  • Ability to work with target groups they are people living with HIV and AIDS,

  • Good interpersonal communication skills and calm even under pressure,

  • Strong command in report writing, event note preparation and record-keeping,

  • Proficiency on computer usage on office Packages, email, and internet,

  • Priority will be given to PLHIV.
