Organizational Setting and Reporting Relationship

The position of Operations Analyst is assigned to the Nepal Resident Mission (NRM) within the South Asia Department (SARD). You will be based at our Resident Mission office in Kathmandu, Nepal.

You will report to the designated international staff and officer.

Your Role

As an Operations Analyst you will provide analytical and statistical support to portfolio management and country programming, including maintenance and updating of databases relevant to ADB operations in the RM and supporting processing and administration of technical assistance (TA) and projects.

You will:

  • Support in data analysis for Country Portfolio Performance and Tripartite Portfolio Review meeting process; help with the data analysis for preparing annual Nepal Portfolio Performance Report, and support data analysis of planned lending and TA program based on ADB internal data management platform.
  • Support in collecting information for the project processing monitoring sheet for new project to monitor readiness progress.
  • Assist Country Operations team in the annual contract award and disbursement projections and monitoring targets.
  • Compile statistical data on projects/TAs for RM’s portfolio review and programming including those for country or provincial project review meetings.
  • Support in collecting relevant data related to programming and portfolio management,; Help with data analysis of Nepal portfolio and programming in preparing briefing papers for senior management, presentation materials for senior officials’ meetings including fixing/organizing seminars, workshops, press conferences
  • Support in (i) maintaining up-to-date information on development partners profile, and (ii) organizing coordination meetings and taking minutes of such meetings.
  • Support in maintaining knowledge database for NRM with regular updates with the relevant staff and with HQ colleagues.
  • Support in the processing of TAs, if required, by participating in the missions and ADB system approvals.
  • Support to develop new and improve existing monitoring and quality assurance tools (spreadsheets, checklists, project briefing sheets, databases, consultant and contractor management systems), conduct testing and verification, and support in rollout.
  • Project Implementation: Support in monitoring physical progress of projects, participates in missions as required, and assists in procurement process and disbursement management. Facilitate in compliance of quarterly, semi-annual and annual reporting, preparation of project completion reports. Regular project updates in ADB system. Participate in review missions and annual country programming mission and other relevant meetings of programming as requested and provide analytical support.
  • Technical Assistance Implementation: Supports in implementation of assigned TAs with recruitment and management of consultants and preparing relevant correspondence and variations. Participate in review missions as requested and provide analytical support.
  • Support with the implementation and review of Country Partnership Strategy.
  • Perform any other duties as required and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in economics, finance, business administration or related fields.
  • At least 5 years of relevant work experience; with preference for related experience in international agencies similar to ADB.
  • Demonstrated knowledge of international agencies’ operational processes.
  • Proficiency in analyzing and making causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
  • Proficiency in operating microcomputers and using software packages, for performing, spreadsheets, graphics, and database applications.
  • Demonstrate knowledge in IT and AI tools for data management and operation support.
  • Experience liaising and working constructively with cross-cultural teams.
  • Establish and maintain productive contacts with appropriate officials of host government agencies, donor agencies and other partners.
  • Good interpersonal and communication skills, including communicating in English.

This opening is a local staff position. It is open only to nationals and residents of Nepal.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
