Job Description:
JOB PURPOSE
To effectively handle Supply Chain activities in line with WV’s procedures to in order to timely implement WVI NEPAL’s programs/projects in the most effective and efficient manner and achieve targeted Child Well Being Outcomes.
Under the guidance of Supply Chain Management Coordinator, the SCM Officer will assist in compiling, documenting scheduling and inputting data or information in the provided systems.
This position will closely review documents to ensure quality and donor compliance throughout reviewing the documents, and to deliver high quality reporting and communications.
Database management, analysis, compilation and documentation, scheduling, ensuring the reporting timelines are met by PNGOs.
This role supports Supply Chain Management team for the smooth day to day functions of the Supply Chain unit. S/he will provide support in supply chain management for WVI Nepal’s field offices, including procurement planning, sourcing, invoicing, contract management, and the capacity building and monitoring of partner NGOs.
MAJOR RESPONSIBILITIES
- Understand the department’s business requirements and apply in the day-to-day work.
- Develop sourcing plans for WFO based on the Annual Procurement Plan (APP). Partner with finance, operation, technical staff and NGO Partner to develop APP on the need of community and operation plan.
- Develop and implement sourcing plan/guideline
- Lead to formation of Procurement committee in each NGO Partner and Field Offices as per Procurement Guideline and PC ToR.
- Proactively involve in entire procurement process, Purchase request to good received and reverse logistic.
- Review and process Purchase Requisition (PR) in Supply Chain Automation and Integration (SCAI) platform/ authorized systems.
- Support in implementation and execution of sourcing process including preparing solicitation documents sending documents to preferred/potential suppliers, collating all necessary documents and recommending vendors/suppliers to relevant authorities including Purchase Committee (PC).
- Ensure procurement biddings requirement is in place for assigned purchase request (Quotation registration form, sealed bids, sample verification report and so on).
- Maximized the category wise long-term agreements (LTAs) at local level based on the annual procurement plan and strategy
- Develop and update commodity catalogue of procured GWS by WVI NEPAL and NGO Partners
- Support to establish the supplier’s database on pre-qualification process in order to meet the organization’s needs.
- Maintain the supplier intimacy without compromising the ethics and value of WVI NEPAL
- Market trend analysis based on fact and current business environment to improve the sourcing strategy.
- Assist to building capacity of partner’s organization to ensure the compliance, enhancing skills and competency for strategic sourcing.
- Periodic review annual procurement plan and update the status of achievement.
- Ensure Block Party Screening (BPS) before process of procurement as per WVI Nepal Procurement manual.
- Ensure WVI NEPAL/PNGOs compliance with the 7R.
- Prepare half yearly supplier’s performance evaluation and update the supplier database accordingly.
- Conduct Supplier Orientation working with NGO Partners
- Managing contracting and evaluating the effective. implementation according to agreed terms and conditions
- Support to mitigate the SCM risk and establish the control to improve the existing process and practice.
- Periodic field visit of implementing area to ensure fair distribution.
- Maintain proper filing and record keeping as per the guidelines set by the management and/or as per audit standards.
- Identifying viable customer alternatives and facilitating access to the ‘best value for money’ for GWS.
- Execute Market Assessment and Supplier Pre-Qualification process as per the guidelines.
- Manage the RFQ/RFP Process including baselines & price survey methodologies as per the approved framework for required GWS.
- Facilitate to increase cost saving through healthy negotiation and ensure effective and efficient services and flexibility to the assigned categories.
- Prepare sourcing documents and provide all necessary information to ensure comprehensiveness to all an informed decision-making process of Procurement Committee. (Quotation registration form, sealed bids, sample verification report, etc.)
- Develop Commodity Catalogue for relevant/assigned categories/sub-categories procured in the field and by Partner NGOs
- Provide orientation, training and support about the WVI NEPAL plan, process, policy and annexes to use.
- Assist to resolve the issues and problems in complex procurement at PNGO level.
- Assist in sourcing review of PNGOs and provide feedback and recommendations as per WVI Nepal PNGO procurement guideline and compliances.
- Assist in capacity building and monitoring of PNGO’s.
- Support PNGO staff in warehouse and distribution management.
- Finalize PR tracking and STT report from all WFO NGO Partners and submit as per agreed timeline.
- Daily update, monitoring and submit the PR Tracking Report of PNGO and WVI NEPAL in consolidated version.
- Monthly management report.
- Analyze savings, PR vs. PO discrepancies, and fluctuations/variations in procurement KPIs

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- Self-starter who can work independently under pressure
- Minimum of 3-year experience in relief and development work.
- Experience in development project management, especially in the roles of technical support to local partners.
- Bachelor’s degree in Business Administration, Procurement or similar degree, or equivalent professional qualification.
- A good fluency in using digital platforms
- Work experience in World Vision in the relevant area is preferred.
