Job Purpose

Coordinate and drive WaterAid Nepal’s (WAN) internal and external teams and Partners including Government, WAN’s Aim 2 WASH in Public Health by providing strategic contribution to strengthen WASH to improve Public Health programme, planning, implementation, policy influencing and advocacy work.
Guide internal WAN projects based on Public Health to navigate relevant policies, plans and adapt to their works. This includes hygiene integration, WASH in Health Care Facilities (WASH in HCF), Menstrual Health and Hygiene (MHH), and WASH into public health policy.
Explore and initiate organizational learning on above pathways (HBC, WASH in HCF, MHH and policy influencing) for greater impact, and issues related to WASH and public health.

Team Description

Internal: This position needs to coordinate with Programme and Policy Advocacy and Campaign (PAC) Teams; Business Development and Quality Assurance (BDQA) Team including PMER, QPS and communications; Project Leads/Managers; Regional and Global staff focusing on Public Health and WASH.

External: Relevant Government Ministries, Departments, Units at the Federal, Provincial and Local levels, Health Sector Actors/Partners (UN agencies, INGOs, local NGOs, research institutes, private sector, etc.), donor representatives, etc.

Accountabilities

Public Health and WASH Programme Development & Technical Leadership

  • Coordinate and drive programme and projects development processes on Public Health and WASH.
  • Coordinate and drive WAN team on designing, implementation, and evaluation of integrated public health programmes, projects such as hygiene behaviour change, WASH modelling in healthcare facilities, etc.
  • Play a key technical role in the development of impactful WASH and Public Health programmes and grant proposals, ensuring these meet organisational goals and standards and align with WAN’s strategic priorities.
  • Provide technical support for new funding opportunities by developing context-specific and innovative project proposals on WASH and Health.
  • Contribute to strategic planning processes for developing and reviewing programme strategies and the country strategy.
  • Develop Public Health and WASH policy, strategy to inform design of initiatives to deliver WAN strategic priorities.
  • Lead innovations and adapt to required context to ensure an effective and meaningful response.
  • Provide and coordinate required technical support and advice in line with the Quality Programme Standards when required.
  • Support WaterAid Nepal in developing the capacity of the relevant staff and partners on Health and WASH.

Programme Learning and Influencing

  • Identify knowledge and evidence gaps in practical WASH and Public Health programming and policy influencing and advocacy work, and support operational research in coordination with the relevant teams.
  • Identify and lead key policy initiatives on WASH in Health in close collaboration with WAN PAC team.
  • Ensure adequate documentation of WASH models and practices in health policy and advocacy initiatives and learning from programme/ project interventions.
  • Responsible to provide technical input and support to relevant teams to ensure effective integration and monitoring of WASH in Health activities working closely with the planning and monitoring team within PMER Core Procedures.
  • Identify and ensure delivery of relevant research, advocacy and influencing initiatives for Health and WASH.
  • Remain abreast of the global, regional and national situation, processes, policies and plans related to Public Health/Health and WASH.
  • Commission research and studies for deepening WaterAid and WASH sector partners’ knowledge and understanding of the linkages between Health and WASH.
  • With support from the BDQA team, document the qualitative and quantitative outcomes and impacts of WaterAid and partners’ work on Health and WASH, to ensure successful implementation and adaptation in line with CPS and ToC.

Sector Engagement and Networking

  • Represent WaterAid in relevant functional and thematic platforms including INGOs, NGOs, CSOs, donor representatives, and government forums related to Health and WASH to influence the thinking of WaterAid’s
  • WASH and Public Health change agenda and build/strengthen WaterAid’s reputation as a sector leader.
  • Manage, coordinate and enable strategic partnerships and engagements for effective relation with various actors in the sector, e.g. Nepal Government institutions, international, local, and collaborative organisations.
  • Collaborate closely with other members of the programme, thematic areas including water, sanitation and hygiene and PAC team to make sure relevant linkages are made between the WASH and Health work.
  • Collaborate with the regional and HQ team on WASH and Health related work to attain organizational aims on WASH in Public Health. Actively contribute through WASH in Health Community of Practice (CoP).
  • Cultivate and maintain functional relationships and network with relevant stakeholders including government ministries, departments and units at all three tiers of the governments and civil society organisations to influence integration of WASH in the Health sector.

Safeguarding

  • Understands and puts into practice the responsibilities under Safeguarding and Child Protection policies and procedures and the Global Code of Conduct (CoC) of WaterAid.
  • Ensures that Safeguarding, and Child Protection policies and procedures, are fully embedded in project design, during implementation and as principles applied in day-to-day work.

Person Specification

Essential Skills

  • Master’s Degree in Public Health (MPH) or relevant degree.
  • Minimum 5-7 years of professional experience similar roles.
  • Experiences in programme design, policy influencing, implementation, evaluation and capacity building.
  • Experience and understanding of working modality of Health sector in Nepal.
  • Ability to create networks between HCFs, local governments and stakeholders that further sustain behavioural change interventions.
  • Experiences in integrated health programme, public health and hygiene promotion and behaviour change initiative.
  • Ability to clearly articulate complex WASH and Public Health issues to both non-technical and technical audiences.
  • Excellent skills in writing, producing excellent monitoring and programme / project reports and learning documents for wider audience.
  • IT skills particularly MS Word, Excel and Outlook.
  • Experience in WASH or public health programme delivery and coordination of programme/project.
  • Good communication skills in written and verbal English and Nepali, with good interpersonal, negotiating and persuasive skills and experience.

Desirable Skills

  • Medical Degree (MBBS) with Master’s in Public Health (MPH) will be added advantage.
  • Experience in research in public health, WASH and Integrated programme/policy work.
  • Excellent skill in community consultation, organising group discussions with different and diverse group of people, field observation, interviewing with people and facilitating meetings internally and externally.
  • Ability to work flexibly, to manage varying competing priorities under your own initiative, meet strict deadlines.
  • Ability to design, manage and evaluate behavioural change interventions.
  • Experience of managing and supporting staff or volunteers.
  • Experience of working effectively within a culturally diverse and matrix organisation.
