Technical Coordinator: Monitoring & Evaluation – 1 position(s) – Open For All
Location: Province headquarters of any of the seven provinces (with 70% time in field visits in the assigned province)
Reporting to: Province Manager
Matrix manager: Monitoring, Evaluation, Accountability & Learning (MEAL) Specialist
Job purpose:
The position will support the Province Manager in supporting the province governments (PGs) and local governments (LGs) in developing Yearly Plan of Operation (YPO) of the project, process, and compliance monitoring and reporting. The position provides technical assistance in the implementation of the monitoring and information system in the province PIU, Partner associations, and training providers as required. The position is also responsible for supporting PGs and LGs in developing their TVET strategy and including TVET Dual VET apprenticeship in their periodic and annual plan. The position is also equally responsible for collecting information and providing inputs for bi-yearly and yearly reports of the project and supporting Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist in developing knowledge products.
Roles and Responsibilities
1. Compliance of Policies, Guidelines and Manuals
- Adhere to relevant policies, procedures, regulations, and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy manual, Security Response Guide, Gender Equality and
- Social Inclusion Guide, Sexual Harassment & Mobbing Policy, Code of Conduct against Corruption etc.) and other specific policies applicable for the project)
- Ensure that GESI is well captured and mainstreamed at the programme and project activities level, as part of her
- Adhere to the policies and rules of the Government of Nepal and Swiss Agency for Development and Cooperation that are related to programme;
- Contribute to Conflict Sensitive Programme Management at all levels.
2. Planning, Monitoring and Reporting (40%)
- Support LGs and PGs to develop TVET strategy and include TVET in their periodic and annual plan and ensure budget allocation for TVET activities
- Contribute in preparing Yearly Plan of Operation and annual budgets for the province office;
- Support PGs and LGs in monitoring of the activities e.g. apprenticeship, training with OJT, career guidance, workers further training & training to returnee migrants;
- Provide technical assistance in the implementation of the monitoring and information system in Province PIU, Partner companies, Industry Associations and Training providers as required;
- Ensure effective implementation of monitoring and evaluation system and quality of the project activities including skill development trainings, career counseling activities in assigned province;
- Make sure that the monitoring and evaluation system is up to date;
- Organize the field visits together with province team to ensure the quality implementation of training and employment activities in the field on regular basis;
- Update necessary data/ information and provide information to the project management on regular basis;
- Assist in designing, compiling and disseminating routine, i.e., monthly, quarterly, half yearly and annual data reports and other ad hoc reports;
- Make sure that the project Database System is up-to-date;
- Contribute in updating the monitoring and reporting tools and formats for proper management of information systems at assigned province and central level;
- Plan and mobilize the field monitors for monitoring of the training activities and employment status of the graduates in assigned province;
- Support in sample survey, baseline and impact studies.
3. Capacity Building (20%)
- Support in capacity building of PGs and LGs in monitoring of the activities e.g. apprenticeship, training with OJT, career guidance, workers further training & training to returnee migrants;
- Support Province Manager to organize capacity building activities for training providers and employers;
- Support in capacitating project team and training providers, partner companies and their association/chambers in monitoring and evaluation system and its effective implementation.
4. Coordination and Collaboration with stakeholders (20%)
- Coordinate with Province PIU, implementing partners, training providers and partner companies for the effective functioning of monitoring and information system and timely availability of required information.
- Coordinate with joint monitoring team and facilitate for joint monitoring visits from the federal, provincial and local level during different stages of trainings (Pre-During-Post) and career counseling activities.
- Coordinate and collaborate with other HELVETAS projects for synergy and cross learning at local level.
5. Documentation and Knowledge Management (20%)
- Support in proper analysis and documentation of regular monitoring, achievements and outcomes in reference to the project document.
- Organize information dissemination workshops regularly.
- Support Monitoring, Evaluation, Accountability and Learning Specialist in documentation of learning from the results– document the project learning such as case studies, success stories and challenges; prepare materials for publications and wider dissemination.
6. Other specific responsibilities as assigned
- Perform other tasks as per the project’s requirement and as assigned by the Supervisor.
- Be proactive in bringing innovations and taking new initiatives into the programme and the organization.
Required Skills and Competencies
Job Requirements
A. Minimum Education Attainment: Master’s degree in development studies, social science, Business Management or in any relevant discipline.
B. Minimum Professional Experience: Minimum 5 years’ of working experience in project/programme implementation with 3 years of working experience in planning and result monitoring with similar responsibilities. Prior experience on providing TA support to province and local government will be an advantage.
C. Minimum Professional and Social Competencies:
- Sound understanding of 7 Steps planning process of government of Nepal
- Prior experience of working with Province and local government. Experience on providing Technical Assistance (TA) to province and local government will be an added advantage.
- Good understanding and experience on process monitoring preferably in TVET sector
- Good understanding of TVET sector of Nepal
- High level of integrity and professional code of ethics
- Strong motivator, a team player, and a coach
- Excellent analytical, conceptual and programmatic competencies
- Excellent reporting and writing skills
- Result oriented mentality
- Strong communication and facilitation skills
