Introduction:

Nepal National Social Welfare Association (NNSWA), established in 1990, is a leading NGO operating in the Sudurpaschim province. With a strong track record in community-based development programs, NNSWA is implementing the SUDRIDH project ("Saving Lives and Building Resilient Livelihoods of the Urban Vulnerable Population in Mahakali River Basin") in partnership with DCA Nepal. The project aims to protect livelihoods and strengthen capacities to absorb and recover from climate-induced risks.

NNSWA invites applications from qualified and committed Nepali citizens for the position of Early Warning and Early Action Officer under the SUDRIDH project.

Purpose of the Job:

To coordinate with local governments, agencies, CSOs, and other stakeholders for the effective implementation of the SUDRIDH project, focusing on enhancing early warning and early action systems for disaster risk reduction and climate resilience.

Key Responsibilities:

1. Program Planning and Implementation:

  • Coordinate with local governments, line agencies, CSOs, and networks for project synergy and collaboration.

  • Support local governments in the preparation/review/update of DRR and climate change policies.

  • Implement project activities and facilitate field-level orientations and training sessions.

  • Promote forecast-based anticipatory actions in collaboration with communities and local governments.

2. Early Warning and Risk Communication:

  • Monitor, analyze, and disseminate weather forecasts and early warnings.

  • Strengthen community-based early warning systems for effective disaster preparedness.

3. Documentation and Reporting:

  • Prepare and submit progress reports (monthly, quarterly, and annually) with segregated data.

  • Document success stories, case studies, and lessons learned.

  • Maintain all project-related forms and formats and update as required.

4. Monitoring and Evaluation (MEAL):

  • Develop and implement an M&E plan for project activities.

  • Conduct indicator-based monitoring and ensure compliance with project frameworks.

  • Prepare and share narrative and database reports with the Project Coordinator.

5. Capacity Building:

  • Provide coaching and mentoring to social mobilizers and volunteers.

  • Organize capacity-building training for local governments, CSOs, and community groups.

  • Promote climate-resilient technologies and green enterprise development.

Qualifications and Skills:

  • Bachelor’s degree in Disaster Risk Management, Environmental Science, or a related field (Master’s preferred).

  • At least 2 years of relevant experience in early warning systems, DRR, or climate change adaptation.

  • Strong coordination, problem-solving, and interpersonal skills.

  • Proficiency in written and spoken Nepali and English.

  • Advanced computer skills, including MS Office and data visualization tools.

  • Familiarity with weather forecasting, early warning systems, and risk communication.
