Job Description:
WVI Nepal is implementing the Sikai Plus project in Madhesh province to promote inclusive education, particularly at a basic level. Along with other objectives, one of the key objectives is to ensure women’s economic empowerment, enable women to lead household decisions, and actively engage with communities to create an environment that is inclusive of education at home and in the community. Reporting to the project manager of the Sikai Plus project, the WEE coordinator will lead the project’s strategy and linked activities to advance WEE outcomes across the project cycle. This position will be responsible for building the WEE capacity of team members within the scope of the projects, including value chain development (VCD)/ market systems development (MSD) programming and gender, supporting gender mainstreaming in project activities, leading targeted approaches and strategies to promote WEE outcomes. S/he will provide technical backstopping to encourage the adoption of WEE in quality assurance and M&E activities and coordinate with other project team members and partners to plan and implement strategies for effective project implementation.
The role provides support and backstopping for external relationship building and engagement with government line agencies and district-level partners to ensure successful and quality project implementation. This position is based in WVI Nepal’s working district in Rautahat/Sarlahi and will require frequent travel to project sites.
- Be familiar with World Vision’s WEE and Livelihoods Sector Frameworks, GE/WEE indicators and M&E approach and PQAS for GE/WEE. Also, a clear understanding of how these are applied to projects throughout the project life cycle’s design, implementation, monitoring, and evaluation phases.
- Provide technical support throughout the project implementation process, including assessing methodologies, adaptation of existing or development of new tools, oversight of data collection, analysis and preparation of a report on findings. This will apply to gender-responsive market assessments and any additional gender and social inclusion (GESI) assessments
- Based on the assessment phase, develop the GE/ WEE strategy and associated work plan, including mainstreamed/targeted activities and an approach to ‘do no harm’. Contribute to refining the Theory of Change, reviewing M&E plans, and selecting implementation approaches.
- Serve as a focal point for WEE strategy implementation for the Sikai Plus project
- Actively engage in planning and implementing assessment (including market assessment) and develop specific recommendations for the Sikai Plus project to promote WEE
- Be aware of all aspects of WEE implementation, including approaches, challenges, risks, and opportunities within the project’s scope.
- Engage with project partners as appropriate to promote the inclusion of GE/WEE together with GEDSI and protection coordinator
- Work with the project team to support in resolving problems and advice as issues arise to ensure adaptive management;
- Provide recommendations to project management about necessary changes
- Work with the MEAL specialist to ensure the appropriate monitoring of activities, identifying ideas of concern based on gender-disaggregated data and ensuring appropriate programming responses;
- Advise NGO partners. The monitoring team in NGO partners will collect data, analyse it, and report the WEE outcomes of the Sikai Plus project.
- Manage and support key partnerships linked to the gender equality/ WEE strategy and implementation activities, including the private sector, government, women-led organisations, etc.
- Draft quarterly, semi-annual and annual reports to submit
- Document relevant data evidence (qualitative and quantitative) for dissemination to a broader audience
- Advocacy and interaction with local leaders on resource allocation, collaboration during project execution, and policy formulation on women’s economic empowerment.
- Organize ideas on sectors and integrate the knowledge on life & protective skills, child rights and protection and education to support the quality implementation
- Assess staff capacity and training needs of the project team and work with the National Office and GEDSI and protection coordinator to provide training for the project team on WEE to promote skills development (assessment, approaches, private sector engagement and more) and the successful implementation of key strategies and activities to result in WEE outcomes
- Provide technical assistance and support to east field office team members regarding WEE-related issues.
- Facilitate or assist the team in conducting responsive fact-finding through focus group discussions and other tools to understand the challenges and opportunities that arise better.
- Provide training and capacity building for field staff to ensure they have the necessary competencies to deliver all project components effectively, enabling the achievement of project targets.
- Advocating with local government to develop and implement policies and guidelines for women’s economic empowerment.
- Ensure effective collaboration with government stakeholders and other like-minded agencies at the district level.
- Provide technical support to local government for project implementation, expansion, and sustainability.

- Performance review completed and personal development goal achieved;
- Update the information and knowledge acquired through meetings, training sessions, workshops, and exchange visits.
- Any additional support requested by the line manager to enhance the programming quality for WVI Nepal.
- Develop a clear transition plan and hand over the group’s network to the government.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- At least 3 years of field experience in Project Management, Livelihood/ Women’s economic empowerment or the equivalent in the headquarters of a major NGO (5 + years preferred) for a Bachelor’s Degree.
Required Education, training, license, registration and certification
- At least a Bachelor’s degree in (agriculture, economics, social work, education, sociology etc)
Preferred Knowledge and Skills
- Knowledge of implementing inclusive education, livelihood programs, women’s economic empowerment, technical and vocational skill training, engagement with financial service providers (FSPs), and business plan development.
- Advocacy knowledge with local government for policy development and implementation.
- Skills in team building, collaboration, facilitation, and leadership.
- Strong problem-solving and analytical skills, with the ability to critically analyse data results and suggest programme improvements.
- Experience developing project designs, including log frames, detailed implementation plans and budget vs expenditure.
- Understanding of GESI, disability approach, community-led activities and local advocacy
- Strong research skills and relevant research experience of at least two years. Experience in leading action learning preferred.
- Strong team player – must be able to form and lead several cross-functional working groups
- Strong interpersonal skills – ability to draw commitment from other parts of the organisation.
- Fluent in Nepali with good written and spoken English
- Knowledge of Microsoft Office, particularly Word and Excel
- Driving Licence holder of a two-wheeler
