The Nepal National Social Welfare Association (NNSWA), established in 1990, is a leading NGO operating in the Sudurpaschim Province. It implements various multi-sectoral projects in both Sudurpaschim and Karnali Provinces of Nepal, with a strong track record in community-based development programs. NNSWA, in collaboration with World Vision International Nepal (WVI Nepal), is working in Kanchanpur District to improve the quality of education, health and hygiene, reproductive health, and the protection of the rights of children and marginalized communities, in coordination with government authorities at all levels. NNSWA and WVI Nepal is going to be implementing the Basic 4 Girls (B4G) project in Kanchanpur District starting in early January 2025. Therefore, NNSWA invites applications from qualified and committed Nepali citizens for the following positions.
1. Job Title: Program Officer (Preferred Female Candidates)

Purpose of the Job and Project Summary:
The purpose of this position is to lead B4G programming, capacity building and coordination across project teams. The B4G Program Officer, the incumbent will effectively implement B4G programming using necessary technical tools, quality benchmark, and guidance materials and analyze project results for continuous improvements of project design and implementation. The role provides support and backstopping for external relationship building with government line agencies and other related stakeholders in the district.
Key Responsibilities:
Major responsibilities:
Lead B4G project and ensuring project activities are delivered within scope, time and budget
Annual planning, budgeting and project activities implementation
Coordinate across project staff to ensure the development and regular use of all technical tools including implementation guideline, quality benchmark, training materials, training curriculum, information materials, behavior change communication (BCC) materials and other resources
Orient Social Mobilizers on programming tools and materials for successful program implementation
Capacity building of Social Mobilizers to ensure adequate competencies at field level to deliver all necessary components of the Adolescent Sexual Reproductive Health (ASRH), Menstrual Hygiene Management (MHM), Comprehensive Sexuality Education (CSE), and Protection programming
Regular monitoring and analysis of program results in coordination with MEALS team
Learning and sharing meetings with project staff and government staff for continuous improvement of project as well as relationship building
Identify, assess, and communicate risks associated with the implementation of project, and develop mitigation measures
Regular reporting, documentation and collection of success stories on regular basis.
Maintain strong coordination with Funding Partner’s Program officer.
Maintain strong relationship with technical officials of government institutions and like-minded organizations in the district
Integrated workforce management to be more strategic and effective in delivering results
Lead in effective governance, child and adult safe organization compliances and are practiced well
Academic Qualification and Experience:
Bachelor’s degree in public health (BPH) or bachelor’s degree in Community Nursing or in related field with at least two years of experience in adolescent sexual reproductive health, GBV, protection issues and project management, preferably having worked in close coordination with government institutions like rural/municipality, health facility, schools etc.
Sector Knowledge:
Sector knowledge on Menstrual Hygiene Management, Adolescent Sexual Reproductive Health, Gender Based Violence, Adolescent Friendly Services, Adolescent Friendly Information Corner, Comprehensive Sexuality Education, Water Sanitation and Hygiene and Protection issues
Government policies, strategies and training packages (Comprehensive Sexuality Education, ASRH training, etc.)
Sound knowledge on behavior change communication approaches, Gender Equality and Social Inclusion (GESI) approach
Project Management:
Good understanding of operation issues like timely delivery of services, good planning and monitoring skills.
Good understanding of the donor reporting system and capacity to meet the standards
Skills to analyze project related data and incorporate in the report
Sound knowledge on supply chain management
Monthly budget forecast and planning, quarterly expense tracking and review of expenses.
Meet financial requirements and deadlines as per compliances, verification of vouchers, advance settlements etc.
Good report writing skills for monthly, semi-annual and annual reports
Capacity Building:
Sound skills in capacity assessment/training need assessment process and tools for staffs and target group
Skills on project staffs mentoring and onsite support
Good planning skills for project staff development and growth.
Ability to build capacity of the staff
Conduct periodic staff performance appraisals against the set performance objectives contributing to Project deliverables with proper performance management system in place
M&E
Sound skill to make periodic DM&E plan
Sound knowledge on monitoring tools and methods
Good analysis and presentation skills
Skills to incorporate the findings/feedback into programming
Project database - beneficiary tracking establishment and interpretation skill
Skilled in using Microsoft office applications
Relationship Management:
Stakeholders mapping skills for broader benefit of the project
Good meeting facilitation and documentation skills
Capacity to identify local advocacy issues around Adolescent Sexual Reproductive Health (ASRH), Menstrual Hygiene Management (MHM), Comprehensive Sexuality Education (CSE), and Protection programming
Produce database monitoring and interpretation skill
Presentation skills in different forum and network
Child and adult safeguarding and sponsorship business
Manage all the working environment in the office and working areas are child and adult sensitive
Guide the team and organization in managing protection related matters appropriately
Support the organization in complying with all child and adult safeguarding policies, requirements and audits
Manage all the sponsorship businesses as per the protocols and guidance provided by the Organization.
