Job Description
Job purpose:
This position is responsible for establishing a robust knowledge management system and fostering a culture of learning, innovation, and information sharing within the SheLeads Project. The Knowledge Management and Digitalization Specialist shall focus on capturing, organizing, and disseminating project insights to support evidence-based decision-making and learning. Additionally, the position shall leverage digital tools and ICT solutions to enhance knowledge management processes, improve project outcomes, and streamline operations, including tracking and reporting mechanisms. S/he shall play a pivotal role in integrating IT and digitalization initiatives into the project, ensuring that digital solutions are effectively utilized to optimize efficiency, enhance collaboration, and support the achievement of project objectives. S/he shall also act as the Digital/IT focal person, providing technical guidance and support to the project team.
Roles and Responsibilities:
Compliance with policies, rules/regulations, and guidelines
- Adhere to relevant policies, procedures, regulations, and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for project.
- Ensure Conflict Sensitive Programme Management at all levels.
- Ensure the Human Resource Information System is updated and functioning well.
- Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Intercooperation Nepal and the donor.
Knowledge Management:
- Lead the establishment and implementation of a Knowledge Management (KM) framework within the SheLeads project, ensuring that knowledge generation, organization, and sharing are systematically integrated into all project activities.
- Provide advice and technical guidance on the development and operationalization of the Results-Based Financing (RBF) monitoring system, ensuring it is designed to capture and store insights that contribute to a broader KM strategy.
- Develop and maintain mechanisms to document lessons learned, best practices, and project innovations, ensuring that knowledge is accessible and contributes to continuous improvement and scaling.
- Collaborate with stakeholders to create platforms or tools that facilitate knowledge sharing, including digital repositories, dashboards, and regular learning sessions.
- Lead capacity-building efforts by training project partners and team members on KM principles and their practical application, emphasizing the importance of knowledge sharing for sustainability and replication.
- Oversee the integration of KM processes into monitoring, evaluation, and reporting systems to ensure that data collection and analysis contribute to a knowledge-rich project environment.
- Support the development of communication products, such as knowledge briefs and case studies, to disseminate project outcomes and insights to wider audiences.
Digitalization:
- Lead the design, implementation, and maintenance of digital platforms and tools, such as dashboards and databases, to support real-time project tracking, reporting, and data-driven decision-making.
- Identify and implement ICT solutions to streamline operations, improve collaboration, and enhance the efficiency of project activities and workflows.
- Train project partners and team members on the effective use of digital tools and platforms, ensuring widespread adoption and proficiency in leveraging technology for project outcomes.
- Oversee the security, reliability, and scalability of all digital systems, ensuring adherence to data protection standards and addressing any technical issues promptly.
Monitoring, Evaluation and Learning (MEL)
- Support Project Coordinator with designing of a MEL plan for the project and conduct continuous monitoring spanning from the inception phase to long-term monitoring- post project phase, based on project monitoring framework and monitoring. Support Project Coordinator with preparation of monitoring report accordingly.
- Develop a comprehensive digital MEL framework, integrating real-time data collection and analysis with performance tracking using data visualization tools.
Coordination and Networking
- Collaborate with project teams, partners, and stakeholders to facilitate smooth coordination of digital initiatives and KM activities.
- Participate in stakeholder meetings, workshops, and networking events to share insights on digitalization and knowledge management practices.
- Collaborate with NGO Nepal Alliance team members on digitalization component.
Others
- Provide ongoing technical support for digitalization efforts, troubleshooting issues, and recommending solutions to enhance system functionality.
- Stay updated on emerging technologies and trends in digital data collection, KM, and MEL to integrate innovative solutions into the project.
- Contribute to project visibility and communication efforts by providing digital tools for capturing and disseminating key project achievements.
- Perform any additional tasks as assigned by the project leadership to support overall project success.
- Carry out duties as assigned by the line manager and Country Director.
Required Education, Experience and Competencies:
Education & Experience
- Master’s degree in information technology and information management, or a related field.
- A minimum of 4 years of experience in the development sector, with a focus on digital tools for Monitoring, Evaluation, and Learning (MEL), knowledge management, or similar roles.
- Proven track record in using digital platforms for data collection, analysis and visualization.
- Experience working with government agencies, donors, and development networks, particularly in the context of gender equality, social inclusion, and poverty reduction.
Skills and Competencies
- Knowledge about Result Based Management and worked based on the logical framework.
- Excellent data analysis and visualization skills using tools like Power BI, enabling clear presentation of complex data.
- Proven experience in designing and conducting monitoring and evaluation and reporting of learning based on the logical framework of the project.
- Experience in managing Knowledge Management systems, including setting up centralized databases and ensuring their accessibility for team collaboration.
- Ability to train and build capacity of team members in the use of digital tools and platforms.
- Strong interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders.
- A proactive and innovative mindset, with the ability to adapt to changing project needs and emerging digital technologies.
- Understanding of local context including the status of young girls and women in Nepal.
- Experience in analyzing projects and programmes from a GESI perspective.
- Commitment towards gender equality, social inclusion and poverty reduction.
- Experience in working with government agencies, donors and networks of development agencies.
- Experience in working with young girls, women and communities.
- Fluency in written and spoken English and Nepal language and advance skill in using the computer and good experiences in using digital platforms.
- Comfortable working in a larger team and collaboratively meeting deadlines.
