ASN has been engaged in developing and implementing programs aimed at protection, promotion, and fulfillment of child rights in Nepal. Currently ASN has been working in 25 districts under 6 Thematic Areas as: Education/Child Protection, Women Empowerment, Livelihood/ Natural Resource Management, Disaster Risk Reduction, Health/ Nutrition and Good Governance.

Functional Area: Responsible to all toilet construction implementation within USAID-EIE project implementation districts

Reports to: Project manager

Location: Aasaman Nepal Office Dhanusha

Travel required: Frequent (70%)

ABOUT AASMAN NEPAL

Aasaman Nepal is implementing USAID Education: Equity and Inclusion Project which is a five-year project set to implement in Karnali and Madhesh Province with the objective of contributing to reduce barriers to access and retention in grade 6-10; improve quality education for marginalized children; and ensure quality implementation of disbursement linked indicators related to equity and inclusion activities under School Education Sector Plan (SESP).

Aasaman Nepal is looking for the self-motivated, result oriented and hard-working Nepali citizen for the Civil Sub-Engineer (Overseer).

ROLE PURPOSE

Civil Sub-Engineer is responsible for assisting team in planning and smooth implementation of school latrines as per agreed design, drawing and detailed estimate. Initially s/he is responsible to conduct detailed feasibility assessment of the list of school proposed for latrine construction as guided by Environmental Management and Monitoring Plan (EMMP). During assessment s/he must use provided checklist as well as self learnt skills to select safe land with no existing natural hazards particularly floods and landslides. S/he is also responsible to produce contextual detailed estimates, bill of quantity and work plan considering local barriers like climate induced seasonal calendar, socio-economic engagement of local people, festivals etc. S/he must know and obey government approved norms, codes and standard set of practice during execution of construction implementation. His/her prime duty is to conduct regular supervision of construction site to assure agreed quality of construction as per prescribed design/drawings, produce monthly progress report, stage completion report and work completion report then submit them for appropriate revision to Construction Coordinator of Plan International Nepal based on Regional Office nearby project implementation area. S/he maintains smooth professional relationship with relevant program staffs, departments/unit as well as does necessary coordination with local government (Palika/ward) concerned units and delivers best capacity to start construction in time, implement and complete construction/repair schemes as per plan.

DIMENSIONS OF THE ROLE

General:

  • Construction Coordinator (Civil Engineer) directly reports to Project Manager of assigned project;
  • Construction Coordinator (Civil Engineer) directly reports to Construction Coordinator of Plan International Nepal if needs immediate attention in engineering technical matters.
  • The position holder will be based in Janakpur.

ACCOUNTABILITIES

1. Detail feasibility assessment and construction planning

1. Conduct detail feasibility assessment of proposed list of schools for latrine construction as guided by EMMP.
2. Identify local challenges and pre-existing natural/man made hazards like floods, landslides, electric towers/cables, big trees, enough land, light, ventilation, circulation, water drainage etc.
3. Produce contextual detailed estimates and BOQ.
4. Assist logistic and procurement team to develop tender documents for procurement of construction related goods and services for latrine construction, review and process tenders and hire the best potential contractor/supplier.

2. Monitoring and Supervision as per approved design and specification

1. Facilitate to start construction in time as per agreed work plan.
2. Monitor the overall progress of the construction work to ensure timely completion on the basis of the DIP with periodic review of DIP in close coordination with project manager and project team.
3. Ensure that latrine construction work properly follows detailed drawings, government work norms and standards by using specified quality of construction materials.
4. Close monitoring is required, so the position holder have to frequently visit to the construction sites during critical phases of construction work;
5. Lead at sites for timely accomplishment of latrines as per plan.

3. Quality/Standard Assurance

1. Ensure all applicable standards including national building codes, quality of materials is met during design, specification and construction planning process;
2. Ensure that Latrine infrastructures are complied with the applicable standards considering the needs of children with disability as well as private and dignified Menstrual Hygiene Management (MHM);
3. Carry out quality check of construction workmanship to ensure that they meet the requirement as per drawings, norms and standard specification;
4. Conduct filed tests in consultation with project team, contractors/suppliers and SMCs and devise methods/metrics for quality inspections and checks.

4. Coordination and Reporting

1. Resolve and / or report all induced social challenges and conflicts at construction sites amicably and promptly, without any adverse effects on projects in close coordination with project manager and relevant project team;
2. Hold meetings with the contractors and construction team at site. This involves SMCs and project team including skilled workers, in a frequent and regular interval to discuss progress, plans and quality of works, and resolve any pertaining problem;
3. Ensure proper documentation and reporting of the construction process and progress (including all budgetary and financial matters pertaining to the work) to technical team. This should also include proper documentation of the steps taken to ensure quality of construction material and work;
4. Prepare and submit monthly progress report, stage completion report and work completion report in standard template provided. design, drawing, estimates etc. All such reports must be reviewed by Construction Coordinator of Plan
5. International Nepal and checked by Construction Specialist of Plan International Nepal.

5. AOB: Other tasks as requested by project manager.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Educational Qualifications and work experience

Essential

  • Completion of 3 Years Diploma (Sub Engineer) in civil engineering with minimum 3 years of relevant experience in implementation of construction/repair of School Latrine, Septic Tank, Soak Pits, Hand Washing Stations, Drinking
  • Water Facility in school working from development agency (I/NGOs, UN system or other bilateral agencies) OR working from Government of Nepal.
  • Able to prepare or read Engineering Drawings, Detail Estimates, BOQ, measurement Bills and Work Completion Reports of civil infrastructure works.
  • Able to work with MS office software (Word, Excel and PowerPoint)
  • Familiar with girl’s requirement in WASH, requirement of child friendly and universal accessible infrastructures (disability inclusive latrines for school).
  • Experience in capacity building, training and facilitation.
  • Strong knowledge on coordination and collaboration with provincial, local government
  • Commitment to children’s rights, particularly on the rights of girls and young women and men.

Desirable:

  • Able to work in Auto-CAD
  • Preferred to those who have experience of construction implementation through construction companies “Contractors.”
  • Has basic knowledge of Public Procurement Act and Rules of Government of Nepal.
  • Familiar with 3-star approach of school WASH.
  • Understands school disaster risk management and climate smart safe school.
