Position Overview:
The Infrastructure Associate (Overseer/Sub-Engineer) will work under the guidance of the Senior Project Officer to support the planning, implementation, and monitoring of infrastructure interventions focused on improving shelter and WASH (Water, Sanitation, and Hygiene) facilities of target population in Kathmandu. The role involves overseeing needs assessment, design and estimation, construction, supervision, monitoring and reporting activities, ensuring compliance with quality, accountable and safety standards, and collaborating with local partners and stakeholders to enhance the dignified living conditions of target communities.
Key Responsibilities:
Survey design and estimation
- Identify shelter and WASH needs of target population in coordination with settlement residents.
- Prepare design and estimation (BoQ) of identified needs.
- Maintain measurement books and prepare BOQ and necessary reports for payment.
Project Implementation and Monitoring:
- Assist in planning and executing infrastructure projects, including shelter reinforcement, water supply system upgrades, and sanitation facilities improvements under the direction of the Senior Project Officer.
- Monitor construction activities to ensure adherence to project specifications, quality standards, and timelines.
- Assist the Admin and Procurement Officer in liaising with contractors, suppliers, and technical teams to ensure the timely and efficient procurement and delivery of materials.
Quality Assurance and Compliance:
- Ensure all infrastructure activities comply with humanitarian standards (e.g., Sphere standards) and local regulations, as guided by the Senior Project Officer.
- Conduct regular site visits to monitor progress, identify issues, and provide solutions to technical challenges.
Stakeholder Coordination:
- Collaborate with local government bodies, community leaders, and implementing partners to facilitate project activities.
- Engage with target population communities to gather feedback and ensure the inclusiveness of project interventions.
Reporting and Documentation:
- Support Data Management Officer to maintain detailed records of project activities, including procurement logs, construction progress reports, and quality assurance
documentation. - Assist in the preparation of project progress reports for internal and external stakeholders, as required by the Senior Project Officer.
Risk Management:
- Identify potential risks related to infrastructure projects and implement mitigation measures under the supervision of the Senior Project Officer.
- Ensure compliance with health and safety standards to minimize risks during construction activities.
Any Other Business (AOB):
- Perform additional tasks under the guidance of Senior Project Officer, including logistical support, coordination with stakeholders, and participation in meetings or field visits.
- Assist in other project-related activities, such as capacity-building sessions or community outreach programs, as needed to ensure the smooth implementation of infrastructure interventions.
Others:
- Familiarize and work in accordance with the LWF Nepal policies.
- Be free from the political influence of any parties and the political activates.

Qualifications:
- Diploma in Civil Engineering, Construction Management, or a related field. Bachelor’s degree preferred.
- Minimum 2 years of experience in infrastructure project management, preferably in humanitarian or development settings.
- Familiarity with WASH and shelter projects in target population or disaster-affected areas.
- Strong project management, coordination, and communication skills.
- Ability to work effectively in diverse and challenging environments.
- Ability to work under the guidance and supervision of senior project staff.
