Summary Job Description:
Jhpiego is implementing the Momentum Country and Global Leadership (MCGL), an innovative award funded by the U.S. Agency for International Development (USAID) to holistically improve family planning and maternal and child health in host countries around the world. The project focuses on technical and capacity development assistance (TCDA) to ministries of health and other country partners to improve outcomes in maternal, newborn, and child mortality and morbidity at scale. The project also contributes to global technical leadership, learning, and USAID’s policy dialogue to achieve global maternal, newborn, and child health; voluntary family planning; and reproductive health (MNCH/FP/RH) goals by supporting globally endorsed initiatives, strategies, frameworks, guidelines, and action plans. In Nepal, MCGL is implemented to support limited activities related to Maternal and Perinatal Death Surveillance and Response (MPDSR), Comprehensive services for small and sick newborns (SSNB), and Implement Quality of Care metrics.
The post holder will coordinate and collaborate with government officials and stakeholders to plan and implement MCGL activities, assisting the Project Director in setting program priorities. They will manage logistics for training events, including budgeting, travel, and reimbursements, and work closely with sub-partners and consultants to monitor project activities. The role involves supporting the development of project reports, and documentation, ensuring adherence to donor compliance requirements. The post holder will also maintain productive relationships with key stakeholders, ensure accurate financial documentation, and contribute to identifying program successes, challenges, and lessons learned, while representing Jhpiego in relevant meetings and forums.
The Project Officer will be responsible to work closely with the Family Welfare Division (FWD), Provincial Health Directorate (PHD), and MCGL-supported facilities. The Project Officer will work under the guidance of the MCGL Project Director based in MCGL office, Kathmandu.

Responsibilities
Managerial responsibilities
Coordinate and collaborate with government officials and other stakeholders for planning and implementation of MCGL activities
Assist in conducting Technical Working Group meetings at the central level
Work closely with the Project Director and MCGL team on setting program priorities, directions, and responding to requests for technical support from the Family Welfare Division and Provincial Health Directorates
Support logistic arrangements of training at federal and provincial levels including budgeting, planning the event, collecting material, arrangements for participants’ travel and reimbursements in consultation with the finance unit.
Work closely with identified sub-partners/ consultants, and professional societies, for implementation and monitoring of project activities
Assist Project Director in the development of annual work plans, activity budgets, semi-annual and annual reports and other program-related documents.
Assist federal and provincial staff in conducting meetings, including preparing agenda, taking and circulating minutes of the meeting.
Participate in regular MCGL program/project team meetings
Liaise and formulate productive working relationships with counterparts on behalf of MCGL with the FWD, PHD, PHTC, Health Offices, municipalities, and other implementing partners
Documentation and compliance
Assist in preparing and maintaining proper documentation of all financial transactions related to workshops, training and procurement.
Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information in coordination with the Monitoring, Evaluation and Learning team.
Undertake process documentation of lessons learnt during the program implementation and best practices emerging at the district level
Coordinates and communicates regularly with government and non-government stakeholders vital to the success of the project.
Ensure the activities adhere to the organizational and donor compliance requirements
Provide support to MCGL team to accomplish activities as outlined in the workplan and budget
Work with finance and relevant staff in MCGL and Jhpiego to track project budgets.
Additional responsibilities
Ensure MCGL branding guidelines are correctly used by program
Represent Jhpiego at federal and sub-national meetings and forums involving government and other implementing partners, as required
Comply and promote Jhpiego quality program and technical standards.
Perform or assume other MCGL and Jhpiego activities as required and as assigned by Supervisor to ensure the smooth functioning to achieve the organizational goals

Required Qualifications
Bachelor’s degree in public health, nursing or social sciences. Master’s degree an added advantage
Minimum of 3-5 years of progressively relevant experience in program implementation, preferably in maternal and neonatal health programs in Nepal.
Experience and demonstrated ability working with government health programs, counterparts and systems at the national, provincial and district levels.
Direct experience of independently liaising with government health functionaries
Ability to develop working relationships with counterparts of varying levels of seniority and backgrounds to implement program activities
Excellent verbal and written skills in English and Nepali
Willing and willing to travel to project/program areas, upto 50% of their time
