Context:

Under the overall supervision of the Head of Resources Management Officer and direct supervision of National Procurement Logistics and Government Liaison Officer, Security FP, the incumbent will be supporting procurement activities of the organization. The incumbent’s responsibilities will include the following:

Organizational Context and Scope

Under the overall supervision of the National Migration & Development Officer/Head of LM & HD and the direct supervision of National Project Officer (Migration, Business and Human Rights (MBHR), the successful candidate will support the coordination, programmatic implementation, communication support and assistance for timely start-up of the various phases or components of the Project ‘Promoting the Respect of Human and Labour Rights of Migrant Workers in the Supply Chains’, including but not limited to Migration, Business and Human Rights Programme in Asia and basket fund projects engaging the private sectors.

Core Functions / Responsibilities

1. In coordination with MBHR Project Manager (PM), support the successful planning, coordination, implementation, and monitoring of the programmatic activities of the Project ‘Promoting the Respect of Human and Labour Rights of Migrant Workers in Global Supply Chains’.
2. Maintain effective coordination/liaison with the Ministries, government stakeholders and private sectors i.e., Private recruitment agency (PRAs) in Nepal to facilitate the project implementation.
3. Provide input to the ToR to onboard the service provider/project partner for empowering the migrant’s community with access to information on the regular pathways, pre-employment information’s, safe migration and financial literacy package targeting returnee migrant’s network, migrants network/Civil Society Organizations (CSO).
4. Support the roll out pilot initiative on sector specific corridor approach for promotion of fair and ethical recruitment of migrant workers in partnership with selected private sector partners and in close coordination with the donor.
5. Work closely with project partners, service providers and consultants contracted to provide technical guidance, research, and briefings on regular pathways to promote ethical recruitment and labour migration management issues.
6. Support the PM in developing capacity building program targeting the selected Private Recruitment Agencies, in strengthening its human rights due diligence (HRDD) in compliance with the donor’s Code of Conduct (CoC) and United Nations Guiding Principles on Business and Human Rights (UNGP).
7. Identify issues and areas of improvement with project implementation and report them to PM in a timely manner with solutions/recommendations.
8. Travel to the project field sites to monitor the progress of the activities carried out by the project partners.
9. Support in drafting donor reports, regular reporting’s to the donor in coordination with the regional PM and Regional Office for Asia Pacific (ROAP).
10. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in social science, Law, Migration or other related field from an accredited academic institution with four years of relevant professional experience; or
  • High School diploma with six years of relevant professional experience.

Experience

  • Experience in report writing, translation (both English/Nepali).
  • Experience in communications with beneficiaries and stakeholders, preferably in the field of humanitarian assistance and/or development.
  • Experience working with UN agencies and/or NGOs will be an advantage.

Skills

  • Knowledge of MS Excel, Outlook, Word
  • Knowledge of microenterprise and networking
  • Skillful in coordination with beneficiaries
  • Knowledge of Monitoring activities
  • Knowledge in report writing

Languages

Fluency in English and Nepali is required (oral and written). Working knowledge of other local language is desirable.
