Job Description:
Under the guidance of Field Operations Manager, the Programme Officer will assist in providing close support to ensure the timely and quality implementation of ongoing projects under field office, including coordination and communication among the departments, resource management, quality control, monitoring and reporting alignment to quality standard and support office requirements. The position will ensure availability of timely support as required to different technical leads, project leads, sponsorship leads for the successful implementation of the project as well as for quality reporting. The programme officer will also work closely with National Office (NO) program lead to make sure that all the provided systems are updated and are timely.
The position will support for project operations related communications to different departments at field office and national Office, working to build trust and confidence in Field Office (FO) capacity through providing accurate and timely information on project operational progress. Further, the position will enable the development of processes and organisational capacity to support best practices under taken by field office. The program officer will work closely with Field Operations Manager and FO management team for the proper recording, reporting, communicating for the collection of agendas, decisions and remain in close coordination with partners’ team as guided.
Specific regular tasks delivered by this position will include:
- Support in preparing project/ programme operation plan, timeline and tracking of budget.
- Coordinate with internal and external stakeholders including partners to ensure the quality and timely implementation of projects.
- Work together with cross functions to track the progress, identify the areas for improvement, support and report to management.
- Work close coordination with MEAL functions, review data and dashboard and provide accurate information for the decision making.
- Prepare reports, presentations, and other relevant materials for internal and external stakeholders and partners.
- Establish healthy relationship with different functions, partners and National office, seek support to ensure successful implementation of field operations.
- Ensure the data and dash board are timely updated.
- Keeping track of events and engagement plans to be more efficient.
MAJOR RESPONSIBILITIES:
- Support field ops manager in monitoring and tracking progresses of all projects/programme under sponsorship, grant and PNS projects field operations and regularly update information in the progress tracking system to ensure the value and integrity of the system.
- Identify, document and adapt to project-related challenges, facilitate redesign/rebudgeting processes in close coordination with technical team for the further decision making.
- Ensure the incorporation of international and WV standards, as well as DME, Accountability and GESI processes and findings into all project implementation processes.
- Support supervisor in compilation of each sector portfolio records in the defined repository, share the information for the decision making.
Compile summary of the collected reports and data - Support technical leads in compiling consolidated DIP, ITT progress and budget burn rates etc.
- Provide feedback on gaps or issues on the projects and programmes operations.
- Prepare programme/project summaries including infographics on progress
- Coordinate with MEAL and project leads to ensure monitoring and evaluation obligations are understood, implemented and compliant with support office requirements.
- Maintain up to date and accurate project archives to support ongoing information management needs and future audits under field office
- Proactive communication to all stakeholders; cross functions and departments both FO and NO regarding any changes to timeline, requirements or other aspects that impact project/ programme management and operations
- Provide supervisor with clear and detailed information regarding any potential challenges, delays or other issues in project implementation or reporting, ensuring they are never ‘surprised’ by project report content or communication from other stakeholders (e.g. partners and cross functions etc.).
- Demonstrate responsiveness to field office management team and communications, providing clear, accurate and detailed responses in a timely manner.
- Increase trust and confidence in Field Ops and FO by proactively building positive professional relationships with partners, cross functions at both FO and NO.
- Provide regular project progress updates and analysis to key internal and external stakeholders.
- Organise and manage project-related visits by National office and Support offices.
- Undertake visits to project implementation areas to engage WV project and partner staff, local stakeholders and beneficiaries as necessary to provide detailed oversight of the project
- Manage the project reporting schedule per donor/ support office requirements, including periodic and end of project reports, clearly communicating timeline, process, and specific requirements to internal/field teams to ensure the timely delivery of high-quality reports.
- Review and polish reports to ensure requirements have been met and queries have been addressed before submission.
- Ensure that gaps in project performance as well as lessons learned are identified through the reporting process and actioned by the relevant department; follow up to ensure the actions are implemented when critical to project performance and meeting donor expectations.
- Support to field ops manager in record keeping, reporting on the decisions carried out during the meeting or others with partners, management team, cross functions and National Office.
- Ensure WVI systems; dashboards, horizon, etc. are kept up to date with project information
- Help in updating database and other digital platforms to input statistics and data
- Contribute to the development and implementation of internal systems and processes to support effective programme management and operations.
- Prepare and share field office team’s periodic calendar
- Support with scheduling and preparing for meetings, including room booking, vehicle requests, gathering documentation and materials.
- Logistics arrangement for meetings, trainings and workshops including coordination with team to agree common dates
- Attend key meetings to take minutes; distribute and follow up on agreed actions with meeting participants.
- Coordinate with field office management team, cross functions, partners to track project quarterly and monthly planning, project updates, documentations, reporting etc.
- Other duties as assigned by field ops manager

- Update information and knowledge gathered through participation of meeting, training, workshop and exchange visit;
- Anything else requested by the line manager to support the quality of programming for WVIN;
- Support a relief response for the relevant sector or as a member of the National Disaster Management Team.
Required Professional Experience
- Self-starter who can work independently under pressure
- Minimum of 2-year experience in relief and development work
Required Education, training, license, registration and certification
- Bachelor degree or equivalent in relevant fields of study such as International Development, development studies, Political Science/International Relations, Economics, Sociology, or other related field.
Preferred Knowledge and Qualifications
- A good fluency in using digital platforms
- Fluency in both English and Nepali
- Have excellent communication, documentation and coordination skills
- High level of integrity towards resources, and identifying risks etc.
- Strong analytical skills
- Proven experience as a team player
- Demonstrated collaboration & team building skills
- Proven ability to write and produce reports and publications
- Competent in the use of Microsoft Office computer programs including; Word, Excel and PowerPoint.
- Strong negotiation, interpersonal skills, organizational, administrative and facilitation skills
- Must be able to interact with diverse groups and stakeholders
