Karuna Foundation Nepal (KFN) Vacancy for District Coordinator


Vacancy Announcement:

Karuna Foundation Nepal (KFN) is a Nepali Non-Governmental Organization which aims to prevent avoidable disabilities among children and improve quality of lives of children and adults with disabilities, developing evidence based scalable community models. 

It has been working in disability prevention and community based rehabilitation in Nepal since 2007.

Position: District Coordinator

Contract Type: Fixed term contract with three months of probation period

Program Background:

Disability Prevention and Rehabilitation Program (DPRP) is a community-based model of inclusive development implemented in direct partnership with the provincial government of Koshi Province and local governments. The goal of the program is to prevent avoidable disabilities and improve the quality of life of children and adults with disabilities and their families through community-based rehabilitation (CBR). It works to strengthen community support systems for the achievement of these goals. 

The position is responsible for coordinating with elected representatives including Mayor/Chairperson, Deputy Mayor/Vice-Chairperson, Chief Administrative Officers, District Coordination Committee Chair and other relevant members, heads of the women and children section, and the organization of persons with disabilities (OPDs), among others. It also includes providing supportive supervision to Palika Coordinators (PCs) to ensure the proper planning, development of implementation plan as per the approved annual budget and program, implementation of the program, regular and timely reporting and monitoring of all approved activities by the Palikas.

Education and Experience

  • Master’s degree in Public health/Social Work/ Sociology/ Rural Development/ Management with a minimum of 3 years’ experience in leading health related program at district level or similar disability-related programs.

  • Fluency in Nepali and English language. (Writing and speaking both)

  • Efficient in computer skills (Word, Excel, PowerPoint) 

Key Responsibilities:

Leadership and Management

  • Ensure that DPRP activities are reflected in Palika’s Policy and Plan, integrated into the Palika's annual plan and budget, and approved by Palika Council. 

  • Ensure the proper planning, development of implementation plan as per the approved annual budget and program and implementation of the program by the Palikas.

  • Ensure regular and timely reporting and monitoring of all approved activities by the Palikas. 

  • Establish and maintain smooth working relations with elected representatives including Mayor/Chairperson, Deputy Mayor/Vice-Chairperson, Chief Administrative Officers, District Coordination Committee Chair and other relevant members, heads of the women and children section, and the organization of persons with disabilities (OPDs), and other district-level stakeholders and provide technical support on time. 

  • Ensure the meaningful participation of persons with disabilities including members of Milijuli group and OPDs in all phases of the program cycle. 

  • Support Milijuli Samuha and OPDs to advocate for the rights of persons with disabilities. 

  • Provide technical support and supportive supervision to PCs.

  • Manage PCs in the district, ensuring adherence to all administrative compliances.

  • Represent Karuna Foundation Nepal (Karuna Nepal) in the district and expand the visibility of the organization.

Planning

  • Prepare monthly, quarterly and annual work plans at the district level and share them with the supervisor. 

  • Support PCs to ensure that all Community-Based Rehabilitation Facilitators (CBRFs) prepare their monthly work plan and execute tasks accordingly.

  • Support PCs to ensure that individual profile including rehabilitation plans have been developed by CBRFs for all the identified persons with disabilities and are updated regularly.

  • Review the monthly, quarterly and annual work plan prepared by PCs

  • Develop a plan to strengthen the skill and knowledge of CBRFs, PCs coordinating with supervisor and Manager-Training Leadership and Development (TLD). 

Implementation

  • Ensure effective implementation of approved DPRP activities.

  • Facilitate the Palika in organizing the comprehensive disability assessment camps in the Palikas.

  • Provide supervisory support in collecting and compiling data. 

  • Ensure that necessary support is timely provided to children and adults with disabilities. 

  • Visit households of children and adults with disabilities and provide critical feedback regarding the effectiveness of the program to the team.

  • Facilitate in managing assistive device and medical treatment of children and adults with disabilities.

  • Facilitate to develop and conduct awareness and advocacy strategies in relation to the rights of children and adults with disabilities in close coordination with OPDs.  

  • Implement and uphold standards of practice and quality assurance protocols. 

Monitoring and Supervision

  • Provide constructive supervision to PCs.  

  • Support PCs to review the profiles of persons with disabilities maintained by CBRFs and ensure their completeness. 

  • Support PCs to monitor and document the changes in the Quality of Life (QoL) of children and adults with disabilities. 

Coordination and Communication

  • Coordinate with concerned organizations for treatment, assistive devices and other support for rehabilitation of persons with disabilities.

  • Make necessary coordination and networking with concerned stakeholders at the district and Palika level.

  • Organize regular meetings with the CBRFs, PCs and stakeholders and share progress, challenges, and learning a way forward. 

Reporting and Documentation

  • Record and maintain documentation of all DPRP works. 

  • Ensure all DPRP forms and formats are updated and in adequate supply.

  • Timely submit the report to the Monitoring and Evaluation Section.

Physical Demands

  • Periodic visits to field offices and program implementing Palika regularly (as and when required).

Other:

  • Uphold Karuna Nepal policies and guidelines including Prevention of Sexual Exploitation and Abuse (PSEA)-related rules and the code of conduct.

  • Participate actively in PSEA-related trainings and awareness-raising initiatives, supporting the distribution of PSEA materials, and reporting SEA allegations through the specified reporting channels.

  • Participate in SEA complaints investigations as necessary.

  • Recognize, eliminate, or reduce program risks connected to SEA (particularly for personnel involved in programming)

  • Assist in other Karuna Nepal programs whenever needed.

  • Coordinate with all Karuna Nepal staff as and when necessary.

  • Other responsibilities consistent with the skills and experiences, as assigned by the supervisor.
