CEAPRED Vacancy for Administration and Finance Manager


POSITION TITLE: Administration and Finance Manager (AFM) 

LOCATION: CEAPRED Office, Kathmandu 

REPORTS TO: Senior Manager (Admin and Finance), CEAPRED

BACKGROUND 

USAID Integrated Nutrition activity is a new five-year USAID-funded activity in Nepal. The activity aims to reduce malnutrition among women, children, and adolescents in Nepal’s underserved and marginalized communities. The activity is implemented by Helen Keller International (HKI) in collaboration with Center for Environmental and Agricultural Policy Research, Extension and Development (CEAPRED), FHI 360, ENPHO, NTAG and Kaboom Social Impact Pvt. Ltd. 

USAID Integrated Nutrition’s primary goal is to improve the nutrition status of women, adolescents, and children in Nepal’s underserved and marginalized communities. The activity will tackle direct and underlying determinants of malnutrition in Nepal while strengthening the national and local enabling environment to implement multisectoral nutrition programs through four synergistic intermediate results. Achievement of the purpose will be measured by improvements in indicators of nutrition status among women of reproductive age, adolescents, and children. This activity will be implemented in at least 45 districts across seven provinces.

POSITION DESCRIPTION: 

The Administration and Finance Manager will be responsible for overall management of finances, procurement, documentation & reporting pertaining to the USAID Integrated Nutrition Activity. S/he will work under direct supervision of Sr. Manager (Admin and Finance) at CEAPRED and in consultation with the Finance Director at the Helen Keller International office. S/he will manage the finances, HR and procurement ensuring compliance with USAID, Helen Keller International, and CEAPRED Finance Administration and Procurement Rules, along with the relevant Nepalese laws and regulations.

ESSENTIAL RESPONSIBILITIES: 

  • Lead and be overall responsible for maintaining account keeping, financial reporting, administrative and financial management tasks of the USAID Integrated Nutrition Activity as required by USAID and Helen Keller International. 
  • Oversee the financial operations of the Activity at field level and ensure timely and accurate financial reporting and the practices including cash management, payroll, financial disbursements, ledgers, etc.
  • Obtain approvals from the concerned authority and from the central CEAPRED office and donor on procurements and purchases for the Activity. 
  • Responsible for management of procured items, ensuring that the procurement policy is fully complied with by staff. 
  • Monitor the expenditures to ensure that program funds are being utilized appropriately. 
  • Provide orientation and training to the Activity finance staff on cost-effective management. 
  • Ensure that all financial reporting is completed on time and submitted to the donor. 
  • Facilitate and provide finance related documents to the auditors. 
  • Maintain record and supervise the Activity inventory, management system and control procedures. 
  • Conduct field travel to the district Activity offices as necessary to review administrative management and financial procedures. 
  • Participate in contract-related meetings with Activity partners and other relevant stakeholders as per need. 
  • Act as the nodal point of the Activity for the tasks related to general administration, human resources and financial management. 
  • Prepare monthly payroll and ensure timely deposit/distribute to concerned. 
  • Maintain up-to-date project’s organization charts at all times including job descriptions for all staff
  • Facilitate maintaining employee database, human resource information system and utilization in association with HKI and CEAPRED management. 
  • Establish and maintain personnel files and assess training and development needs of the staff and provide appropriate induction and orientation, training, supervision and support as required. 
  • Monitor and uphold staff conduct and discipline and organize regular performance evaluations of all staff. 
  • Ensure that the exit interviews/debriefs are prepared at the end of service. 
  • Produce certificates and other HR documents when needed. 
  • Assist CEAPRED management in ensuring an efficient, timely, and transparent recruitment process including vacancy announcements, selection procedures, staff orientation and training for new employees. 
  • Oversee and evaluate the performance of Admin/Finance Officer and Finance Associates.
OTHER: 
  • Ensure a safe and equitable workplace, create opportunities, and offer support for women and those from disadvantaged groups, 
  • Perform any other tasks as assigned by the supervisor and/or Activity management team.
QUALIFICATIONS AND REQURIEMENTS: 

Education: Master’s degree in finance management, commerce, accounting or equivalent in related field. 

Required Experience 

  • Minimum 5 years of experience in accounting and finance management using standard software (e.g Tally). 
  • Experience in managing finances of complex projects implemented by I/NGOs. 
  • Good writing ability, both in English and Nepali, and strong oral communication skills in English. 
  • Ability to work under pressure and willingness to travel in the field as per need. 
  • Ability to work under cross cultural environment. 
  • Strong team coordination, listening and consensus building skills.
Language 
  • Fluency in Nepali and English is required.
