Job Description:

** This position is based in Banke under West Field Office.

Through the Area Programme (AP), WVI Nepal has been implementing development activities in different districts since 2001. Under the supervision of Field MEAL Specialist and dotted reporting to the Evaluation and Research Manager, Assessment and Design Specialist is primarily responsible to collect of several types of data and information, through community consultation activities, stakeholders’ interviews and secondary document study and prepare assessment report for new ADP and also to contribute on programme design for the same area. Further, s/he is responsible for managing the budget, supervising and monitoring the PNGO and provide technical backstopping. The position will closely work with the NGO staff and local government for community-based activities. S/he will be responsible to take care of overall coordination of the DPA assessment activities in the respective district (LPA) and support in programme design.

MAJOR RESPONSIBILITIES

Assessment data collection

  • Support in developing and contextualizing the assessment data collection tools and techniques.
  • Orient Assessment and Design consultation group members for deeper understanding of A&D
  • Collect and update the secondary data for assessment to report the current situation of needs and circumstances in relation to the WVI Nepal working priorities in the respective area (community, palika and district).
  • Coordinate and supervise the PNGO based Assessment staffs for primary data collection through community consultation activities and stakeholder interviews by ensuring appropriate implementation of DPA activities 1 to 4.
  • Organize meeting with the community, palika and district based stakeholders to learn about the needs, priorities and potentialities of the respective area.
  • Ensure the quality of each data received from PNGOs.

REPORTING

  • Work with NGO partner to ensure adequate information is collected during the community consultation events and managed in a comprehensible and accessible format. In addition, the findings are analyzed and drafted in an agreed format by completion of step 4 of DPA process.
  • Prepare the preliminary draft version of the assessment report for each AP by using the primary and secondary information collected in each of the area.
  • Update the progress of the assessment and DPA activities regularly along with understanding on potentialities and challenges.
  • Provide adequate support and suggestions to the NGO/staff for in relation to DPA assessment reporting and information collection based on discussion with the assessment team

DESIGN

  • Provide required information and documents to the Design team on the basis of DPA activities and assessment works
  • Facilitate some session of programme design activities as per requirement
  • Manage the budget for the design workshop

COORDINATION

  • Coordinate with the Sponsorship Coordinator and PNGO staff to ensure the DPA activities are conducted in timely and appropriately
  • Work with local governments in the areas regarding data collection, verification and sharing
  • Comply local/ provincial government reporting requirement
  • Work with NO MEALS based DPA Consultant to incorporate information in the reporting documents
  • Share findings with local government regarding assessment report and final design document

Capacity building and PNGOs Management

  • Conduct capacity building of PNGO on WVI Nepal basic requirement
  • Roll-out WVI R&R system in PNGO
  • Support PNGO in day to day operation and provides orientation to A&D teams

Explore participation and protection grounds – EXPLORE POTENTIAL MVC/ RCS

  • Ensure Design group understands basic information about Child Sponsorship

Required Professional Experience

  • At least 2 years of experience in Assessment, monitoring or research – Essential Additional involvement in design, monitoring and evaluation work- at least one year Preferred
  • Demonstrated competency on report writing- Preferred

Required Education, training, license, registration and certification

  • Bachelor’s degree in social sciences or in any discipline that is suitable for development works- Essential
  • Preferred Knowledge and Qualifications Community consultation skills- Essential Data collection methodologies – qualitative and quantitative- Essential Develop qualitative and quantitative tools-
  • Essential Sampling techniques and informants selection processes- Essential Events facilitation skills for diversified group of audiences- Essential
  • Use of Excel and quantitative data analysis skills- Essential
  • Report writing skills with clarity and coherence of content- Essential Demonstrate collaboration & team building skills- Preferred
  • Confidence to represent the organization in district; government and other like-minded organization- Preferred
  • Excellent oral and written English or Nepali communication skills- Essential

  • Ability to work under pressure- Essential
