ROLE PURPOSE

The Partner Support Specialist provides overall over support to partners to enhance internal control system and enhance the capacity of partners in financial management. S/he will conduct periodic financial monitoring of partners to ensure statutory and organizational compliance.

ACCOUNTABILITIES

Functional Competencies

Improving partners financial internal control systems

  • Develop a thorough understanding of the internal control mechanisms and financial & operational systems of implementing of each partner;

  • Work with partners to prepare an action plan to address any identified gaps and areas of improvement in relation to finance and procurement with the aim of improving internal controls;

  • Conduct regular Financial monitoring of partners and identify the gaps,

  • Provide regular and frequent follow up and monitoring of partners for improvement as per the plan of action; and

  • Work with partners to ensure submission all legal documents (registration, SWC affiliation, PAN, Tax Exempt Certificate, and Audit Report), agreements, bank account details, audit report and governance.


Partner capacity assessment

  • Represent Finance Department to asses capacity of partners and risk analysis.

  • Provide require support to fiancĂ© team for risk analysis of partners.

  • Support on assessment of new partnership selection from finance and compliance. 


Financial advisory and guidance 

  • Provides support in developing partners’ capacity for sound financial management:

  • Visiting the partners offices on a regular basis;

  • Reviewing and assessing partners existing financial management system;

  • Analysis of their strengths and weaknesses including gap identification; and

  • Preparing an action plan for financial capacity improvement including internal control systems;

  • Closely coordinate with program team for review of partner's financial performance as and when necessary;

  • Assist partners in reviewing terms and conditions of partnership agreement to ensure compliance;

  • Provide training to partners on prevention and detection of fraud and corruption at least once a year with coordinating finance Manager partner (CO);

  • Provide coaching to partners as follow up of all training; and

  • Assist partners with development of a capacity development plan for finance and operations staff.


Partners Payment and
Commitment management

  • Assists Regional finance team in reviewing financial liquidation and payment documents of partners ensuring they comply with Plan International Nepal policies and procedures; and

  • Review Partnership Agreement and compliance during financial monitoring, Coordinates with project manager, Regional team immediately if errors are identified and provides input for way-out, 

  • Undertakes regular audit reviews of the partners’ documentation to ensure compliance with partnerships operational manuals.


Partnership data maintenance and reporting requirements

  • Maintain timely and accurate records within the relevant database on partner’s financial information;

  • Support to Provide periodical reports to management on Partners Payment management- instalment, payment report, overdue/ liquidation as well as commitment reports; and

  • Review and ensure timely back up of partner’s documents through document management system


Audit
Support

  • Support and facilitate ‘snapshot’ audits for partners;

  • Support and facilitate audits of partnership standard for Regional level partners;

  • Support to CO finance and grant team in undertaking Grants Audit;

  • Support to CO team at the time of GA and statutory audit; and

  • Provide correct information to auditor when and if required.


Any other tasks as assigned by line manager in accordance to organizational mandate and priority. 

Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion (DEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. 


TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Education qualification and experience

  • Semi qualified CA/ACCA/CPA.

  • Minimum 3 years’ experience in auditing and accounting required. Candidates with Bachelor’s degree in business management and having Prior experience in non-governmental organization preferred.


Knowledge

  • Knowledge and experience of assessment of internal control system and risk analysis.

  • Sound knowledge of financial management;

  • Working understanding of supply chain management and procedures;

  • Understanding of Government of Nepal financial regulations, including VAT and tax;

  • Sound knowledge of Nepal Financial Reporting Standards, Control standards and risk management techniques;

  • Sound knowledge in Internal control systems; and

  • Understanding of the development sector, its operating and regulatory environment.

PHYSICAL ENVIRONMENT

This position is based in Regional Office East, with frequent travel to partner offices.
