Primary purpose of the position:

The Project Implementation Advisor for FCA Nepal will assist the Project Support Unit (PSU) of Technical Support Cooperation to Education Sector in Nepal (TECSES) project and to HY+, the lead agency, by providing project management and thematic education support and technical advisory services. This project being supported by FCA Nepal, falls under the education sector collaboration between Finland and Nepal, aimed at enhancing teacher education, both pre-service and in-service, across all levels of governance. TECSES is fully aligned with the goals, strategies, and activities outlined in Nepal's School Education Sector Plan (SESP 2030) and is further guided by Finland’s Country Programme for Development Cooperation in Nepal (2021-2024).

Description

Main tasks

Technical Advice and Project Management Support

  • Provide input to the process of identifying specific geographical locations for project activities in collaboration with the lead agency considering local needs and demographics and select areas for maximum impact.

  • Assist in local coordination of project assessments and evaluations, making linkages and building relationships through local expertise and long-term presence on the ground.

  • Provide support for the effective implementation of the project at national, provincial, and local government levels through the Project Support Unit (PSU) and Provincial Coordination Units.

  • Provide technical expertise at provincial and national level on inclusion, active learner-cantered methodologies, curriculum development, education planning & monitoring, digital/distance learning and teacher capacity development.

  • Provide technical and implementation support for awareness-raising campaigns on the importance of education at local, provincial, and national levels.

Coordination, Communication and Representation

  • Facilitate coordination and communication among education stakeholders involved in the project. Organize meetings, workshops, and consultations to ensure stakeholder engagement and alignment with project objectives.

  • Support in identifying and building relationship with technical partners which may include digital partners and local NGO partners.

  • Facilitate the coordination with external stakeholder (non TECES actors) and forums in education including but not limited to Local Education Development Partners’ Group, AIN Education Working Group, Education Cluster at federal level and Education Cluster at Province level, other universities and academia, National Campaign for Education and bi-lateral and multi-lateral agencies who are implementing flagship program with government of Nepal.   

  • Maintain close coordination with HY+; Project Implementation Unit (PSU).

  • As agreed with CTA/PSU, maintain networking and coordination with other partners and stakeholders in the project including Ministry of Education, Science and Technology (MoEST); Centre of Education and Human Resource Development (CEHRD); Education Review Office, Education Training Centres; Provincial Education Training Centre; Universities (Tribhuvan University, Mid-West University and Nepal Open University); and other relevant stakeholders.

  • Represent FCA in different relevant external forums.

  • Represent the TECSES project in different relevant external forums as agreed with PSU/CTA.

Learning and Knowledge Management

  • Prepare a capacity statement on Education including best practices and learning from TECESES project for FCA Nepal. 

  • Initiate learning sharing among the team in FCA Nepal to develop the capacity of team members in education, recent trends and priorities.

Others:

  • Contribute to concept/proposal development in education theme. 

  • Provide education expertise to FCA Nepal as per need.

  • Perform the tasks as assigned by line manager.

Competence, experience, skills, knowledge needed

  • Minimum Master’s degree in education or similar discipline. Majoring in teachers’ professional development related subject will have an added value.

  • At least 5 years of experience in development sector, preferably in education sector development; teachers’ professional development, project management.

  • Excellent interpersonal, facilitation, communication, negotiation and networking skills and team-working attitude

  • Experience in capacity development of partners and or teachers.

  • Understanding of Human Rights Based Approach and Do No Harm.

  • Understanding of crosscutting issues such as Gender Equality and Social Inclusion (GESI), Climate Action, and conflict sensitivity.

  • Good organizational and time management skills.

  • Ability to work independently under pressure in an organized and responsive manner.

  • Willing to take the additional responsibilities, offering support and quality of adaptability for the changing context.

  • Excellent communication skills in English and Nepali.

  • Proficiency in Microsoft Word, Excel, PowerPoint, graphics presentations and other relevant applications.

Responsibilities and independence (please choose the most suitable option)

  • Problem solution requires finding solutions independently. Work is done mainly independently according to goals, plans and general instructions, and it may include financial and supervisory responsibility

  • The tasks require independency and sometimes responsibility in preparing problem solutions, and also making decisions. The position holder works as a specialist of a sub-sector of function. The work may include demanding responsibility for operations, finances or personnel.

Physical and psychological burden imposed 

  • Frequent travel to field locations, particularly Sudurpaschim, Karnali and Madhesh Provinces.

  • Instability (political).

  • Fraud and corruption threats.
