Civil Engineer- Assistant Manager (CE/EBL/2024)

Scope of Work:

His/her responsibilities will be to undertake and lead the appraisal, preparation, procurement for selection of private sector/Private sector Undertaking players for hydropower/infrastructure projects along with monitoring of implementation activities. In particular, he/she will carry out within their scope of work the following tasks:

• Conduct appraisal of hydropower projects/other projects, including their costs, benefits and risks, submitted by the private sector players/PSU.
• Independently assess feasibility reports for energy projects(mainly hydropower/infra-structures) from technical consultant.
• Prepare preliminary cost estimates for different type of hydropower projects (RoR, peaking RoR, Storage etc) and infra-structure projects. In addition, “technical” knowledge of pumped storage will be appreciated.
• Should have a “detailed” design experience for various projects and should be able to identify the “minima” in the technical standards so that adequate flexibility can be given to the private sector to exploit value engineering benefits during design and implementation phase.
• Identify, supervise and monitor the key performance indicators (KPIs) during design, construction, monitoring and operation phase of projects in the energy sector(mainly hydropower) and other infra-structure projects
• Assess contracting packages for implementation of the projects appointed by developer. This will also include delineation of the roles and responsibilities which can be undertaken by Global/ Nepali Contractors.
• Analyze the hydropower policy of GoN and suggest changes for effective implementation. It is expected that the necessary global comparison will be carried out and the suggested changes will be practical in nature.
• Analyze the supply and demand status in energy/infra-structure sectors
• Prepare ToR for selection of suppliers of Hydro mechanical/electro equipments and other construction equipment.
• Co-ordinate with engineers and contractors for completion of project on time
• Quality Control, Quantity measurement and certification
• Quantitative and qualitative assessment of bill verification documents and certification
• Preparation of various report on progress of projects for top management

Required Qualifications and Experience:

• B Tech/ BE (Civil/Hydro) with specialization in various aspects of hydropower/Infra-structure engineering/ development/ financing at the Master’s level. A minimum experience of 5 years is desirable.
• At least three years of working experience in project development (planning & design) preferably in infrastructure project construction activities with strong focus on detailed designing within either a private sector developer/ contractor, bank, financial institution or government development-focused agency/authority
• Proven understanding of planning & design (preference for detailing)/appraisal, project
  development, implementation and management: and monitoring and evaluation
• Should be able to prepare sophisticated technical models (knowledge of customized technical software is a must) independently with sensitivity and scenario analysis. Individuals having knowledge of macros in excel will be preferred.
• Preference will be given to candidates who have been involved in project development in the hydropower sector and civil engineers for other infra-structure projects.
• Proven experience in undertaking research and related publication
• IT software proficiency (MS Word, Excel and PowerPoint) with good report-writing and presentation skills.
• Excellent command of written and spoken Nepali and English language
• A Nepali citizen or a resident in Nepal or an individual willing to relocate to Kathmandu , having worked abroad in the hydropower/ energy sector will be given preference.
