Field Supervisor / Site Engineer

Position Objective: Technical and construction supervision support for construction of  various infrastructures managed by
UNOPS

Position Duration: 6 to 18 Months renewable

Duty Station Details:

Lumbini Province: (1 in Belatari, Nawalparasi)

Sudurpaschim Province: (1 in  Tikapur, Kailali, 1 in Jhalari, Kanchanpur and 1 in Patan, Baitadi)

General Background

The  United  Nations  Office  for  Project Services (UNOPS) is an operational arm of the United Nations, supporting  the  successful  implementation  of its partners' peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

The  United  Nations  Office  for  Project  Services  (UNOPS)  has been supporting Nepal by implementing projects since 2007. It was established as a country office for Nepal in 2015 and is under South Asia Multi-Country Office (SAMCO), Colombo.

The UNOPS Nepal Office has implemented Projects in all seven provinces of Nepal with key government partners;  the  Nepal Police (Ministry of Home Affairs), the National Reconstruction Authority (NRA), the Central Bureau of Statistics (CBS), the Ministry of Health and Population (MoHP), the Ministry of Education, the Ministry of Industry and Commerce and the Provincial Governments. Supporting Nepal’s development plan and the 2030 Agenda. The Nepal Office implements projects in post-earthquake reconstruction, security and justice, field monitoring and coordination and in recent times– immediate health support to respond to Coronavirus disease (COVID-19) crisis.

The overall objective of the TOR is to support various stakeholders in the construction supervision, quality control  of  various infrastructure projects implemented by UNOPS. UNOPS, therefore, aims to hire Site Supervisors through outsourcing of a Human Resource Management Services Company for the various projects implemented by UNOPS throughout the country.

Description

Roles, Deliverables & Expected Outputs:

Description of Role:

  • Construction supervision of infrastructure works of the assigned area ensuring compliance with the design, drawing and specifications as well as other UNOPS guidelines such as health and safety, environmental etc.

  • Provide engineering advice and health and safety related safe construction practices to local contractors and workers.

  • Advice for any changes that are required in the design drawings due to site condition to his/her immediate Supervisor (Associate District Engineer).

  • Support/coordinate in the various onsite tests carried out by the contractor.

  • Support in the checking of payment certificates submitted by the contractor.

  • Support in solving minor local and technical site problems and report to the immediate supervisor where necessary.

  • Prepare daily site journal, weekly and monthly plan and submit weekly and monthly construction monitoring reports.

Deliverable:

  • Construction supervision and quality control ensuring quality works as per drawings and specifications at all assigned sites.

  • Supervise work ensuring the safe health and safety of worksites.

  • Ensure that revised drawings/sketches are provided to the contractor as necessary.

  • Report immediate supervisor of any defective construction materials and construction works.

  • Ensure that measurement of executed work items are taken correctly and timely for all payment certificates.

  • Daily site journal, weekly and monthly plan and weekly and monthly monitoring reports are prepared and submitted to the immediate supervisor.

Expected Output:

  • Conduct at least 20 monitoring site visits per week and note down in the Site Diary.

  • Payment Certificates submitted by the contractors are checked.

  • Prepare Weekly Plans and Monitoring Reports and submit them to the immediate supervisor.

  • Prepare Monthly Plan and Monitoring Reports with site photos and submit them to the immediate supervisor.

  • Documents/Forms on quality of construction materials are checked and reported accordingly.

Qualification:

  • Bachelor’s Degree in Civil Engineering or equivalent field.

Work Experience, Language & other Mandatory Requirements:

  • The Field supervisor / Site Engineer shall have a Bachelor’s degree in Civil engineering or equivalent field with minimum 5years of experience in buildings or civil engineering structures.

  • Working knowledge in Microsoft Office 2010 and internet. Certificate from Nepal Engineering Council.

  • Working knowledge of English and fluency in Nepali is mandatory. Ability to maintain various types of documentation in English is required.

  • Fair knowledge in operating smartphones and sharing the project information such as project pictures, geo-references etc.. via mobile messaging Apps is mandatory.

  • Good communication, rapport building, planning and reporting skills will be an advantage.

Monitoring and Reporting Arrangements

  • The selected Field Supervisor / Site Engineer will be accountable to the UNOPS represented by the Associate District Engineer.

Timeframe

  • The assignment is expected to be for a period of about 6 to 18 months with possibilities of further extension depending on the need and performance of the Field Supervisor/ Site Engineer and the HR service provider.

Technical Support

  • The selected Field Supervisor / Site Engineer will be provided with regular technical support by the UNOPS Associate District Engineer.
