Duties and Responsibilities
In support of the overall UN Development System reform process and the repositioning and reinvigorating of the Resident Coordinator system, the Nepal Sustainable Development Framework Multi-Partner Trust Fund -a country-level pool fund- has been recently established. The Fund is administered by the UNDP Multi-Partner Trust Fund Office (MPTFO) as the Administrative Agent (AA) under the pass-through management modality. The Fund will support the implementation of initiatives that advance a coherent and joint approach of the four strategic priority areas of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, across the humanitarian-development-peace nexus in Nepal. It supports the realization of the UN Reform, facilitating a joint approach to planning, programming, implementing and helping the UNCT Nepal to a stronger alignment with national priorities and realities, and a more coordinated approach to its interventions. Within the Humanitarian/Emergency/Disaster Response Window of the Fund, under the overall leadership and coordination of the UN Resident Coordinator and the Resident Coordinator’s Office (RCO), a first UN Joint Programme, funded by FCDO, is going to be implemented to support the achievement of the strategic objectives outlined in the Joint Recovery Action Plan (JRAP) for the Western Nepal Earthquake. The consultant will work under the supervision of the Head of RCO and in coordination with colleagues in the RCO, notably the Partnerships and Development Finance Officer, the Humanitarian Coordination Officer, and Communications Officer as well as relevant Nepal Sustainable Development Framework MPTF focal points from the Participating United Nations Organizations (PUNOs).

1. Management and coordination of the Nepal Sustainable Development Framework MPTF, among others:

  • Advise the UN RC and Fund’s Steering Committee on strategic priorities, programmatic and financial allocations.
  • Support and advise the RC and the Steering Committee in the organization and preparation of meetings and outreach activities with potential donors of the Fund.
  • Provide technical and operational support to the Steering Committee and organize its meetings.
  • If required, organize calls for proposals and appraisal processes.
  • Develop the Fund’s Operational Manual
  • Monitoring of the operational risks, further develop the fund’s risk matrix and, if needed, a risk mitigation strategy to ensure the Fund performance
  • Lead the preparation and consolidation of annual and final narrative reports provided by the Participating UN Organizations and share, when required, with the Steering Committee for review as well as with Administrative Agent (MPTFO) for preparation of consolidated narrative and financial reports.
  • Facilitate collaboration and communication between Participating UN Organizations to ensure Fund’s programmes are implemented effectively.
  • Liaise with the Administrative Agent (MPTFO) on Fund administration issues, including submitting the funds transfer requests and issues related to project/Fund extensions and project/Fund closure.
  • Support the conceptualization and implementation of communication and visibility activities of the Fund.

2. Implementation of the UN Joint Programme in support of the Joint Recovery Action Plan (JRAP) for the Western Nepal Earthquake, among others:

  • Provide support for the quality assurance and oversight of the Joint Programme.
  • Technical and operational support to the JP Steering Committee and organize its meetings.
  • Lead the preparation and consolidation of monthly, annual and final narrative reports provided by the Participating UN Organizations as well as relevant financial updates.
  • Organize and provide technical and operational support for fortnightly and monthly meetings between the RCO, FCDO and relevant PUNOs and partners.
  • Provide technical and operational support to UN/FCDO joint monitoring visits.
  • Facilitate technical meetings, collaboration and communication between Participating UN Organizations to ensure that the JP is implemented effectively.
  • Support the conceptualization and implementation of communication and visibility activities of the JP.
  • Support in the organization of federal and provincial workshops related to the JRAP implementation in coordination with UN agencies, RCO and FCDO.
  • In collaboration with communication colleagues ensure communication and branding activities of JRAP are in line with the proposal and communication/branding plan.
  • Develop knowledge management products, such as reports, fact sheets and data management as appropriate and required.
  • Draft TOR for final evaluation of the project and monitor the completion of the evaluation in line with targets.
  • In coordination with PUNOs prepare case stories, success stories, social media content to be shared with FCDO and other as relevant.
  • Coordinate with PUNOs to ensure that Monitoring and Evaluation (M&E) components mentioned in the joint programme are implemented as planned.

3. Provide strategic guidance, oversee and reporting on Prevention of sexual exploitation and abuse (PSEA), and Accountability to Affected Populations (AAP) among others:

  • Collaborate with the UNRCO- PSEA Coordinator to develop, implement and track a comprehensive PSEA strategy for the Fund and the Joint Programme.
  • Organize Regularly review and analysis PSEA progress report.
  • Work closely with UNRCO AAP focal person to ensure all the AAP components of JRAP are on track with timely delivery of expected outcome.

4. Perform any other related task assigned by the RC and/or the Head of the RCO.

Qualifications/special skills
Advanced university degree (master’s degree or equivalent) in humanitarian studies, international law, international development, social development, or related field. A first level university degree in combination with relevant experience may be accepted in lieu of the advanced university degree.

  •  A minimum of 7 years of progressive experience in the areas of international development, humanitarian coordination, including gender issues and conflict sensitivity.
  • Experience of UN system operations, joint programmes and MPTFs.
  • Experience in the preparation and revision of reports, SoPs and analyses.
  • Knowledge of UN in Nepal’s mission is an asset.

Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required.
