ROLE PURPOSE

The Technical Advisor-Education (Learn) will provide support to develop Plan International Nepal’s strategy and programmatic/influencing approach on education. The Education Technical Advisor will support the Senior Technical Advisor- Learn in designing, implementing and monitoring education projects; focused to increase learning outcomes of basic level children via promoting child friendly learning environment, strengthen gender transformative & inclusive learning environment & system, improve STEAM based teaching & learning system, reduce disaster risk & climate change effect in schools and communities. The Education Technical Advisor will also be responsible for capacity development of Plan International Nepal and its partner staff on education.

Given this is a field faced position, Education Technical Advisor will primarily be responsible for quality implementation of education programme in field both East and West regional office working area, provide technical support & guidance to programme specialists, both from ERO & WRO, build the technical capacity of partners and, manage external relationship with government and like-minded agencies at province level. S/he will also engage with MERL team to generate evidences of Plan Nepal’s education programme and share them with STA-Learn and other relevant personals within organization. S/he will also lead to start-up new education projects in field and support to develop project management tools; including Implementation Guideline, Quality Benchmark, Training Manuals, Beneficiary & School selection tools, etc. S/he will also support STA-Learn to position Plan Nepal related to EiE at province & district level.

DIMENSIONS OF THE ROLE

Direct Line Manager: Senior Technical Advisor- LEARN and is a mid-level position

Dotted Line Manager: Program Quality and Innovation Director and Regional Manager-West RO

Budget Accountability: None  

Number of direct reports: None, but responsible for working closely with 6-10 field-based project implementation staff within the sector

External relationships and representation: Frequently represent Plan International Nepal to external stakeholders, both government, non-government, donor agencies and cluster coordination.

ACCOUNTABILITIES

Provide technical expertise in developing Plan International Nepal’s strategy in education

  • Gaps in education at national and community levels are identified

  • Communities, partner organisations, government line agencies and other relevant stakeholders are consulted to prioritise programme/influencing needs in education

  • Strategic partners in education at national and provincial levels are identified

  • Identify creative innovations to improve program quality and delivery


Develop and ensure effective design, implementation and monitoring of education related projects

  • Project concepts and funding proposals are developed involving all relevant staff members in priority areas for competitive bidding

  • Programmes related to education are delivered effectively to achieve the desired outcomes. 

  • Monitoring plan of education projects is developed and implemented to assess the project outcomes

  • Technical inputs/feedback is provided to project team for high quality delivery of education projects 


Identify advocacy/influencing agenda

  • Research need on education are identified to establish evidence 

  • Relevant networks on education identified to establish relationship with actors on education

  • Key trends, good practices on education within Plan International and externally are collected, analysed and shared appropriately

  • Media content on education prepared to disseminate all stakeholders and external audiences.


Develop capacity of Plan International Nepal and partner staff

  • Training needs of Plan and partner staff identified.

  • Short and long-term plan developed to strengthen the capacity of Plan International Nepal and partner staff.

  • Guideline/manual is developed for training at different levels.

  • Training and follow-up conducted as per training plan.


Partnership management of Country level Partners

  • Identify potential partners for CO level strategic program implementation.

  • Develop partnership agreement as per the partnership policy of Plan International Nepal.

  • Manage program implemented by partners.

  • Provides technical inputs to support partners for effective implementation.


Any other tasks as assigned by line manager in accordance to organizational mandate and priority. 

Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion (DEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. 


TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Education qualification and experience

  • Master’s degree in education with at least 3 years of experience in education sector.

  • Bachelor’s degree in education with at least 5 years of experience in education sector.

  • Experience in designing / management and quality delivery of projects on education; especially regarding learning outcomes, early grade learning, child friendly learning environment, gender transformative & inclusive education and, school safety.

  • Experience in development of advocacy strategy and policy advocacy on education.

  • Knowledge of monitoring and evaluation of education.

  • Experience in networking/engaging with key actors on education.

  • Experience in capacity development of project staffs.

  • Capacity to produce evidence-based, robust program design and public policy recommendations and positions. 

  • Good knowledge of written and spoken English.

  • Ability to establish and maintain effective relationships with colleagues, a variety of team members and external contacts, through good written and spoken communication skills.


Knowledge

  • Experience of working in both development and emergency context.

  • Understanding of the structures, processes and trends in the Nepal political system and specific to education sector.

  • Good understanding of the processes by which you achieve policy change and of how to conduct power and political analysis.

  • Ability to plan work and meet deadlines when working under pressure on a number of projects.

  • Commitment to Plan’s values including the rights and needs of children.

  • Experience of working for an international development organisation.
