NGO Federation of Nepal (NFN) is an umbrella organization or national platform of NGOs working in various fields of social welfare and development in Nepal. Established in 1991 for the promotion and protection of social justice, human rights, civic space, and pro-poor development, NFN has evolved as a leading organization working for the entire NGO movement in Nepal. It is actively working to unite, organize, capacitate, and mobilize civil society aiming to create a peaceful, democratic, and just Nepal.  Currently, NFN is looking for competent candidates to fill the following positions. Provincial Coordination Officer

Project: Civic Space-SCOPE (Strengthening CSOs’ Partnerships for Enhanced Civic Space)

1. Background

NGO Federation of Nepal (NFN) emerged as an umbrella organization of NGOs in the aftermath of the establishment of multiparty democracy in 1990. The NFN, apart from defending NGOs' autonomy, has been working to promote human rights, social justice, and pro-poor development. Today, it has evolved as a leading civil society organization in Nepal with 7115 NGOs affiliated to it from across the country.

The Civic Space-SCOPE project, led by the NGO Federation of Nepal and funded by The Asia Foundation, aims to enhance civic space and strengthen civil society organizations (CSOs) in Lumbini and Madhesh provinces. The project aligns closely with the overarching goal and objectives of the USAID Civil Society and Media (CSM) program, which is a five-year (2022-2027) program. It focuses on fostering an enabling environment for civil society and media to advance the interests of women, youth, and marginalized communities (WYM) in Nepal.

2. Duties and Responsibilities

The Provincial Coordination Officer position is vital for the successful implementation of the Civic Space-SCOPE project. Under the guidance of the Project Manager, the Provincial Coordination Officer shall focus his/her work on project implementation at the center and local level. The Provincial Coordination Officer shall have the following duties and responsibilities: 

Planning and Decision Making

  1. Assist the Project Manager in developing project work plans and implementation process.  

  2. Coordinate and facilitate project coordination meetings and review sessions. 

  3. Assist the Project Manager in preparing operational plans for local-level activities according to the work plans, manuals and procedural guidelines and make sure of quality outputs.

  4. Support NFN provincial committees and district chapters to organize project activities, such as training, workshops, meetings, etc. 

  5. Support NFN district chapters to make appropriate decisions regarding project activities. 

Implementation and Coordination

  1. Assist the Project Manager with the smooth implementation of provincial-level programs in coordination with NFN District Chapters and Provincial Committees. 

  2. Contact a wide range of stakeholders, CSOs and interested communities in the process of project implementation at provincial and local levels. 

Communication and Reporting

  1. Assist the Project Manager in maintaining regular communication between the center and districts/provinces. 

  2. Maintain regular communication with the project stakeholders to ensure alignment and coherence in the project activities. 

  3. Provide timely updates and reports to the Project Manager on province/district-level activities and progress. 

  4. Create, compile, and manage documents and records related to project events and activities and the financial activities of the project. 

  5. After the project activities are complete, report and document the accounts for the use of the NFN central office.

  6. Support the Communication and Documentation Officer in preparing project-related communications for internal and external stakeholders. 

Financial Management and Monitoring

  1. Assist the Project Manager in financial matters and budgets and work closely with the Admin Finance Officer.

  2. Facilitate sending budgets to the NFN district chapters from the center and advise them to collect bills, quotations, invoices, receipts and other relevant documents related to the expenses as per the guidelines of the center.

  3. Collect the original financial documents of expenses made by the districts and support the Admin and Finance Officer to check them. 

  4. Support and facilitate internal and external auditing exercises. 

Other Responsibilities

  1. Undertake any other project-related tasks or institutional activities as directed by the Project Manager.

  2. Demonstrate integrity and adherence to organizational policies and ethical standards in all activities. 

Minimum Qualification and Competencies

  1. Minimum Bachelor’s Degree in Social Sciences, Development Studies, Development Communication or related discipline with at least 3 years of experience in a similar position. 

  2. Demonstrated experience in project coordination, preferably in the context of civic space or advocacy projects in Nepal. 

  3. Excellent written and verbal communication skills in English and Nepali. 

  4. Excellent interpersonal skills with the ability to network, work in multi-cultural team environments, and ability to maintain effective relationships with a wide range of stakeholders, including government agencies, NGOs, and donors. 

  5. Strong IT skills with experience in the use of computers and office software systems.

3. Duty Location

The Project Coordination Officer will be stationed either at the NFN Central Office, or in the Madhesh province, or in the Lumbini province.
