Federation of Community Forestry Users Nepal Vacancy for Field Officers


Vacancy Announcement:

Federation of Community Forestry Users Nepal (FECOFUN), a formal network of Forest Users Groups (FUGs) from all over Nepal was established in June, 1995 with the goal of promoting and protecting the forest users’ rights through capacity strengthening, economic empowerment, sustainable natural resource management, technical support, policy advocacy, good governance and learning sharing of best practices. FECOFUN emerged from the idea that forest users from all parts of the country should be linked in order to strengthen the role of users in policy making processes. Since its inception, FECOFUN has grown into a social movement organization with about 14 million forest users. As of now, 22,415 community forestry user groups (CFUGs) covering 2.9 million households have been federated into FECOFUN, and are protecting more than 2.3 million hectares of forests. Apart from this, other Community Based Forest Management Groups (such as leasehold forestry groups, religious forestry groups, buffer zone and traditional forest management groups) in Nepal are also affiliated with FECOFUN. As Nepal underwent federalism, the network of FECOFUN extended across the country in 7 provinces, 77 districts and 555 local levels. Around 15,000 members were elected across FECOFUN chapters through an inclusive democratic process that encompassed all regions, indigenous peoples, minority groups, people with disabilities, and the ultra-poor, ensuring 50 percent women’s representation, including in key positions. 

Position: Field Officers

Location: The Field Officer is a position based at the respective field station of the project intervention areas and works as one of the key members of the Project team.

No of Positions: 10 (Ten)

Tasks and Responsibilities:

Under the overall supervision of Project Coordinator, the field Officer will work on the following tasks to coordinate the effective implementation of the project:

  • Develop schedules for project activities listed in the annual work plans to ensure all activities completed on time; ensure timely and duly management of the project and implementation of all activities in coordination with Project Coordinator,

  • Provide support to revise and prepare the operational plan and constitution of CFUGs,

  • Conduct training on CFUGs’ good governance, wildlife crime control, Climate resilience, Gender Equality and Social Inclusion (GESI) in Natural Resource Management, biodiversity conservation and forest fire,

  • Overall coordination at the field for the effective implementation of the project activities.

  • Establish coordination with provincial and local governments, Division Forest Office, Sub Division Forest Office and other stakeholders,

  • Supports program areas to build strong networks with other NGOs, CSOs and other line agencies working on the natural resource management sector,

  • Provide support to develop the the content for hooding boards regarding forest fire and human wildlife conflict and coordinate to install hooding boards at the required places of project intervention areas,

  • Document the best practices, lessons learnt, and case studies,

  • Work with project teams to ensure that reports are delivered according to donor contractual requirements, within the agreed timescale and budget,

  • Perform any additional tasks as assigned by the Project Coordinator, Executive Director and board of FECOFUN.

Qualifications and Experiences:

  • At least Bachelor’s degree in relevant areas such as, forestry, environment, climate change and natural resources management with minimum of 2 years of experience,

  • Experience on project delivery, implementation, and monitoring skills,

  • Robust knowledge on community forestry, operational plan and constitution of CFUGs, wildlife crime control, biodiversity conservation, climate change, GESI and Natural Resource Management,

  • Proven experience in coordination with governments, Division Forest Office, Sub Division Forest Office, CSOs and other stakeholders and the ability to lead and motivate,

  • Knowledge on legal instruments relating to forestry, environment, climate change, GESI, wildlife, biodiversity conservation and related field,

  • Effective interpersonal skills and strategic management skills,

  • Fluency in written and spoken English and Nepali, as well as report-writing skills,

  • Excellent computer skill on Microsoft Packages

  • One having experience on working at rights-based approach and detailed knowledge on operational plan and Constitution of CFUG will be given a high priority.
