Team description

The People and Organisational Development (POD) Team plays a critical role in helping WaterAid realise its goals. We lead on the development of strategies that align WaterAid’s people with our aims and objectives, and to ensure that WaterAiders have the skills and opportunities to maximise the impact they can make. We work with people across the organisation, to deliver great people management and to create a high performing and engaging work environment.  


Job purpose

Responsible to implement all human resources operations including recruitment, training and development, performance management, human resources information system, payroll, staff welfare issues and benefits as per policies.

Responsibilities

Compensation & Benefits

  • Ensure payroll calculation is done in a timely manner for timely disbursement of salaries;

  • Ensure final settlement calculations, compilation of payroll data for yearly calculations, leave encashments and support in yearly audit.

  • Ensure salaries and benefits adhere to WaterAid salary scales and standing protocols.

  • Coordinate and monitor the compensation and benefits for all employees and ensure consistency, equity and fairness in the organization and comparability with other appropriate organizations.

  • Support HPOD to conduct periodic salary and benefit surveys collaborating with the larger network especially Association of International NGOs in Nepal (AIN) and other INGOs to help ensure consistency and equity within the organization and appropriate comparability with peer organizations;

  • Oversee the monthly procedure of timesheets for all staff including collection and review. 


Hiring and Onboarding

  • Responsible for supporting HPOD in recruitment process including; assist in drafting JD and align with WA standard template, prepare job vacancy and coordinate its posting in relevant medias, coordinate with recruitment agency and hiring managers as required, compile relevant documents for approval, conduct reference check as per WA Global Reference policy.

  • Manage hiring of Consultants ensuring process and compliance in line with organization policy.

  • Supervise the maintenance of the confidential and personnel records. Update and maintain the human resources database in the software with all the staff information, changes in salary, line management, training, leave etc.

  • Prepare staff contracts, communication regarding changes in roles, salary and benefits as per policy.

  • Responsible for the smooth and sound onboarding of all new team members in WaterAid Nepal.


Performance Management

  • Ensure team members and their supervisors understand the importance ofperformance evaluations and ensure accurate and timely completion.

  • Ensure all team members are effectively using performance management system in PeoplePlace. Provide training and guidance to new users and when necessary including period training to all levels of management as required.

  • Ensure that all national team members have an up-to-date relevant job description.

  • Proactively update HPOD on any issues & grievances and ensure efficient and transparent solutions that protect both WaterAid Nepal Team members and WaterAid interests in accordance with policies, regulations and procedures.


Policy and Procedures

  • Ensure all new team members receive an electronic copy of the WAN HR Manual and are informed of their benefits. Continue with support and advice on policies to staffs, as required.

  • Support in periodic and timely review of WAN HR Manual and recommend changes required to HPOD.

  • Aware of current and changing HR-related laws, policies and “best practices” especially in the sector and among peer organizations. 

  • Ensure that the policies, employment practices, and compensation packages are within the limits of established standards, procedures, guidelines and policies of WaterAid, as well as national laws.


HR Administration

  • Ensure the HRIS (PeoplePlace) is timely updated with latest information of team members and initiate timely changes.

  • Be responsible to ensure that personnel management matrices (individual details, leave, performance, contracts etc.) are maintained and updated in shared drive used by POD.

  • Ensure that all HR related paperwork, personnel files and other documents are complete, maintained and updated.

  • Maintain confidentiality of all staff personnel issues including disciplinary procedures and contracts / pay rates etc.

  • Supervise FOE, for support to the more administrative aspects of the role.

  • Support HPOD in accurate and timely budget phasing.


Employee Engagement

  • Support POD team to conduct well-being activities as the well-being champion for WAN.

  • Oversee / conduct MMM and monthly staff forums by supporting FOE.


Safeguarding

  • Ensure that all elements of effective safer recruitment are practiced within the CP.

  • Ensure that safeguarding procedures are fully integrated into existing HR manuals/procedures to allow for the effective handling of safeguarding concerns.

  • Maintain a connected working relationship with the SFP to ensure the streamlining of safeguarding throughout the CP.

  • Understands and puts into practice the responsibilities under Safeguarding and Child Protection policies and procedures and the Global Code of Conduct (CoC).


Participation and Networking

Represent POD and/or WaterAid in internal & external HR related forums, meetings (AIN HRWG, Global CPHR meet etc).


Person Specification

Essential

  • Master’s degree in management or relevant discipline. Masters in Human Resources Management preferred.

  • Minimum 5 years of experience in similar role.

  • IT skills particularly Excel, Outlook and MS Word.

  • Good communication skills in written and verbal English and Nepali, with good interpersonal, negotiating and persuasive skills and experience

  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

  • Strong sense of discretion and ability to manage information of a confidential / sensitive nature.

  • Commitment to WaterAid’s values and a working style that reflects these.


Desirable

  • Willing to learn new human resources related IT systems and procedures and software.

  • Aware of the employment law, systems and processes.

  • Knowledge about benefit packages, insurance policies etc.

  • Ability to work flexibly, to manage varying competing priorities under your own initiative, meet strict deadlines.

  • Experience of managing and supporting staff or volunteers.

  • Experience of working effectively within a culturally diverse and matrix organisation.
