Vacancy Announcement: 

The Lutheran World Federation (LWF) Nepal is an international, non-governmental humanitarian and development organization that has been working in Nepal since 1984 focusing on Sustainable Livelihood, Quality Services and Protection, and Social Cohesion. 


The Lutheran World Federation Nepal invites applications from all potential Nepali candidates for the following position: 

People and Culture Officer: Female only, Grade 7, based in Kathmandu with frequent field visits.

Description

Essential job responsibilities

The specific duties and responsibilities of the People and Culture Officer, but are not limited to,
the following:

Strategic thinking  and  planning  for  human  resource  requirements,  managing,  and  revising personnel systems and policies,  managing,  and  coordinating  for  effective human  resource development within LWF Nepal, and other local partners, and quality control of the human resource administrative and development activities.

Participate in program management team meetings and contribute to critical strategic decisions. Involvement in participatory strategic planning for the LWF Nepal program, especially giving positive thinking for sustainable development. Contribute to the discussion on critical analysis of cost and benefit regarding program management and human resource management, especially related to the recruitment, development, and retention of staff.

Personnel policies and systems: Revise and present recommendations for change as needed through discussion with the management team meetings. Update human resource or personnel policies, procedures, and structures as per the changes in national labor laws (in collaboration with a legal advisor), and LWF World Service, including making sure personnel policies are properly disseminated in both English and Nepali.

Personnel  administrative  support  to  the  whole  organization: Make sure  any  recruitment is implemented according to human resources policies/manual. Give professional advice on personnel management to all line managers. Make sure annual staff performance appraisals are implemented according to policies and give professional orientation to all appraisers. Facilitate independent staff salary reviews and recommend appropriate adjustments accordingly. Manage the annual adjustment of COLA for all staff according to policy. Make sure the staff allowance and benefit package are updated and implemented by all. Make sure all Job Descriptions are reviewed according to individual functions and fit into the LWF Nepal staffing structure and localization processes.

Human resource development strategies and implementation: Assist the management team in strategizing on professional alternatives for human resource development. Provide mentoring, coaching, orientation, and training to relevant staff on the management of human resources. Coordinate annual staff development plan and make sure all training opportunities are fairly distributed to all projects/staff and are supported by proposals, applications, and funding, Keep all staff informed on vacancies and opportunities for promotion. Coordinate planning and implementation of human resource development monitoring and evaluation.

Human resource information management and implementation: Ensure a personnel database and human resource database are systematically established and regularly maintained in Sharepoint or other tools proscribed by the LWF Nepal. Ensure the HR unit modernizes its filing and record-keeping systems for better efficiency and accuracy in HR data management.

Managing and coordinating any personnel conflict resolutions: Coordinate with staff to build up teamwork and improve the quality of work. Facilitate the establishment of the Investigation Team, if there is any irregularity performance or conflict among staff members, to solve the conflict. 

Build up relationships and network with others: Participate in regular HR forums (e.g. AIN HR working group) and share experiences with other agencies. Build up good relationships with other NGOs, Governments, Private sectors, related agencies, and donors for a better reputation.

Formal/informal interaction with staff: Regularly meet with all level staff and interact to know their feelings, issues, and concerns regarding professional and organizational issues. Sometimes it may be related to their issues that directly or indirectly relate to their job and organization. Advise management if any urgent action is needed to address those issues.

Staff exit planning: Support management to create a 2nd line (mainly at the management and leadership level) of staff for smooth handing over of responsibilities. Also, take responsibility for creating a smooth exit plan for staff leaving the organization due to redundancy or retirement. Such a plan should help them in finding new jobs for engagement in some part-time activities.

Develop proposals for fundraising for staff capacity building and team building events. Provide updates and reports to all relevant donors about training impacts and achievements.

Other roles:

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

  • Conduct themselves both professionally and personally to contribute to the organization’s humanitarian and development mission.

  • Any other responsibilities as required by the Country Director or his/her designate from time to time.


Safeguarding and accountability

All staff must comply with safeguarding and accountability policies in line with the LWF World
Service Geneva. All staff are expected to conduct themselves professionally and respect local laws, customs, and client policies, procedures, and values always and in all in-country venues.

Reporting and supervising

The People and Culture Officer will report to the Country Director. S/he will work in close collaboration with all relevant staff in the organization.

Location

This position will be based in Kathmandu, with frequent travel to fields.

Duration

Annual contract. There is a possibility of extension subject to performance and LWF Nepal’s future funding levels.

Minimum qualifications and experience

  • Bachelor’s degree in human resource management, or any other relevant fields. Master’s Degree preferred.

  • Minimum 3 years of relevant professional experience in Human Resource management, people, and culture of INGO.

  • A solid understanding of organizational human resources management.

  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary.
