The Lutheran World Federation (LWF) Nepal is an international, non-governmental humanitarian and development organization that has been working in Nepal since 1984 focusing on Sustainable Livelihood, Quality Services and Protection and Social Cohesion. 


The Lutheran World Federation Nepal invites applications from all potential Nepali candidates for the following position:

Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist (only for FEMALE): Grade 9; based in Kathmandu with frequent field visits

Description

Essential job responsibilities

The specific duties and responsibilities of the MEAL Specialist, but are not limited to, the following:

Planning, monitoring, and evaluation

  • Lead in the implementation and realization of LWF Nepal’s country strategy in coordination with the management and program team by developing the MEAL strategy responding to contextual challenges while ensuring alignment with the global M&E framework, policy, and strategy.

  • Lead in developing GEDSI inclusive MEAL manual/guidelines, design planning, database management, monitoring, and reporting tools based on the MEAL strategy, and program/project result framework documents.

  • Lead in preparation for LWF Nepal’s Country Annual Target based on the bottom-up and participatory principles, development, and implementation of GEDSI MEAL plans and strategies and in managing resources for the MEAL activities.

  • Ensure M&E is integrated into all new project designs with appropriate frameworks, and MEAL planning is integrated across the project life cycle.

  • Identify collective outcome (or performance)aspects comply with LWF Nepal and Global PMER requirements. Engage in proposal development and ensure the establishment of logical frameworks, M&E work plans, and baseline/targets in all the projects.

  • Design quality data collection tools, and ensure that quality data are collected, analyzed, and used to improve project implementation.

  • Strengthen LWF Nepal and its implementing partners' data management system and result-based management. Develop quantitative and qualitative tools and analysis frameworks for each of the program/ project interventions. Develop routine data collection and validation tools/systems that optimize statistical efficiency and quality.

  • Engage and institutionalize Activityinfo in LWF Nepal and its partners' MEAL system. Lead in usage and implementation of programmatic data to MEAL through Activityinfo or Kobo (or any other) -offline mobile data collection, analyze metrics, and manage fieldwork in real-time.

  • Ensure quality in data synthesis and consistently make sure of the submission of high-quality evidence and results-based reports that inform LWF Nepal collective outcome and program/project performance indicators. Conduct and oversee the analysis of data from day-to- day project monitoring activities. Engage in the review of all LWF Nepal monthly, quarterly, six- monthly, and annual narrative reports and ensure accuracy and evidence of the results. Ensure all the compliance requirements of the donor/related agencies and World Service Global PMER systems while doing these.

  • Plan and oversee monitoring and evaluation activities to track the outcome and impact of program/ project implementation. Ensure that the project adheres to the six-monthly and annual plan and M&E framework through regular monitoring visits to detect gaps and initiate corrective measures. Ensure that all projects have a robust monitoring plan in place and indicator trackers. Engage in the design and preparation of baseline, midline, and end-line surveys including preparation of Terms of References and protocol. Manage LWF Nepal MEAL databases and ensure it is secured. Support primary data collection efforts, coding, analysis, and interpretation, and cooperation with any local/external monitoring and evaluation missions.

  • Manage and lead the MEAL team in LWF Nepal and provide capacity-building training for M&E staff in LWF Nepal and its implementing partners.

  • Prepare regular reporting schedule (monthly, quarterly, six-monthly, and annually) based on donor requirements and lead in preparing the reports to ensure that the report is timely prepared and submitted to the respective donor.


Accountability and learning

  • Lead the safeguarding and complaint response mechanism of the LWF Nepal.

  • Adapt methods, tools, and processes to capture ongoing learning, including how the organizational/ program/ project’s strategies are being implemented and adapted.

  • Provide leadership, training, and mentoring in the areas of MEAL. Coordinate with project leadership and management to encourage a culture of learning within staff.

  • Support the project/finance teams and partners for the implementation of program/project applying accountable and results-based monitoring, extracting lessons learned and good practices, and documenting case studies that demonstrate qualitative and quantitative changes timely.

  • Ensure that the LWF Nepal and its implementing partners have not only credible data collection and management but also effective accountability, internal learning, and knowledge management.

  • Prepare and implement knowledge and learning capturing and dissemination strategy effectively. Ensure GESI, disability, child protection/safeguarding, and climate justice issues and localization agenda are mainstreamed in such strategies.

  • Provide leadership in interpreting and synthesizing quantitative and qualitative evaluation findings to form a cohesive and coherent understanding of the project’s progress, learning, and impact.

  • Collaborate with project staff to translate project learning and results into accessible technical products for global and country stakeholders. Visit the field periodically (at least quarterly) to work with field staff and partners to capture knowledge and prepare the initial draft of the knowledge product as well as to support them in doing so.

  • Participate in M&E-related workshops, networks, and forums, and advocate for program quality in both development and humanitarian programs.

  • Coordinate with the expert team within LWF Nepal for inputs in the drafted knowledge products and ensure that all inputs are incorporated in the final document.

  • Work with the Communication Specialist for audience identification and finalization of the knowledge products, development, and reformatting of knowledge products for different audiences and other communication channels.

  • Coordinate with the BDS to feature stories/human interest stories and best practices/innovations for fundraising.

  • Support the Communication Specialist for the dissemination plan and delivery of the knowledge products which includes uploading all outputs to the LWF World Service website/ Nepal subsite, SharePoint, Activityinfo, or any other officially approved dissemination techniques including online social media.

  • Coordinate with other stakeholders (i.e., government, academia, INGOs, civil society organizations, and research institutions) to share the projects’ knowledge as well as to encourage them to capture and disseminate learning and knowledge products.

  • Prepare and implement LWF Nepal’s data protection policy in line with global and donor/partner policies. Ensure that the beneficiary data are used only for the project.


Other roles:

  • Ensure the responsibilities as per the Country's Annual Plans and implementation of LWF Nepal’s localization agenda.

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

  • Conduct themselves both professionally and personally to contribute to the organization’s humanitarian and development mission.

  • Other duties as assigned by his/her supervisor and Country Director or his/her designate.


Safeguarding and accountability


All staff must comply with safeguarding and accountability policies in line with the LWF World Service Geneva. All staff are expected to conduct themselves professionally and respect local laws, customs, client policies, procedures, and values always, and in all in-country venues.

Reporting and supervising

The MEAL Specialist will report to the Program Coordinator. S/he will work in close collaboration with other staff in the organization.

Location

This position will be based in Kathmandu with frequent field visits.

Duration

Annual contract with the possibility of extension subject to performance and LWF Nepal’s future funding levels.

Minimum Qualifications and Experience

  • Master’s degree in social science, business management, economics, development studies, statistics, management, or a related discipline with at least three years of relevant experience in monitoring and evaluation.

OR

  • Bachelor’s degree in social science, business management, economics, development studies, statistics, management, or a related discipline with at least five years of relevant experience in monitoring and evaluation.

  • Practical knowledge in monitoring and evaluation methodologies, including log frames, result chains, theories of change, program cycle management, reporting, and assessment/evaluations.

  • Demonstrated experience in multiple roles and meeting deadlines with minimal supervision.

  • Demonstrated knowledge of strategic planning processes.

  • Practical knowledge of safeguarding and implementation is a must.

  • Experience in both development and humanitarian contexts.

  • Excellent leadership and management skills, with the ability to inspire and motivate teams.

  • Proven ability to develop and implement policies and procedures.

  • Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.

  • Excellent knowledge and skills in data and information management through various data IT and software including on/offline software such as MS Office package, SPSS, KOBO, Activityinfo, etc.

  • Fluency in Nepali and English (both written and spoken) is required.
