ROLE PURPOSE

With direct supervision of Programme Specialist – Girls Standing Strong, this position is responsible to oversee and ensure a high-quality project delivery/ implementation of Empowering Adolescent Girls through Education for Brighter Future Project and achieve the set targets. Engaging with Business Development (BD) team, s/he will ensure the Plan and/or donor compliance and timely reporting. Furthermore, she/he will be responsible to manage overall performance of partners under Learn programme at district level. The position will represent Plan in various forums in the respective sector/s; including government at municipal and district level and other stakeholders and likeminded organization.  The position will also work closely with the   Monitoring, Evaluation, Research and Learning Coordinator of Regional Office East to enhance the capacity and skill of partner NGO on the sector of data management, capture the evidences and reporting.

KEY RELATIONSHIPS

ACCOUNTABILITIES

Planning & Budgeting

  • Leads the implementation processes and ensures partners have annual detailed implementation plan including realistic phased budget outlining major activities and timeline for the funds allocated in required planning templates provided by the Organization/NO/Donor.

  • Ensures appropriate fund allocation and expenditure on a monthly basis and take corrective measures by revisiting plans and communicating timely with supervisor and project team. 

  • Reviews the project’s BvA and transaction reports and report on any glitches identified.

  • Coordinate with project teams more specifically working in Sindhuli, PQI department, ICC department and other relevant department to design a robust field visit plan, self-assessments and monitoring systems including follow up on recommendations with relevant department and impact areas. 

  • Leads the revision of budget during budget forecast and on exchange rate fluctuations as per organizational procedures. 


Programme Delivery & Management

  • Ensures programmatic and financial accountability including tracking of program progress and budget utilization against phasing budget plan. 

  • Ensures inter-thematic integration in the project so that the program participants could get support from entire thematic interventions to achieve expected project results.


Project Closure and Sustainability

  • Ensure project closure planning Is prepared and approved in advance following the Project Closure Checklist of Project Management Guideline.

  • Identify and integrate areas and stakeholders during implementation that ensures sustainability of the project.

  • Orient partners and staff on project closure planning and processes in advance.

  • Support consultant and MERL team in conducting and facilitating Edline Survey as per requirement.


Partnership management

  • Accountable for the partnership management in terms of ensuring compliance, zero tolerance policies, audits and management response, identification of capacity gaps and recommend for improvement.

  • Understands partnership from both the perspectives- as an implementing partner and as a supporting partner to handle the partnership issues.  


Documentation & Reporting

  • S/he is responsible for timely and quality reports preparation, reviewed and submit to BD team as per the reporting schedule in prescribed template.

  • Coordinates with PQI department including MERL team, to ensure quality delivery, effective monitoring, evaluation and documentation of program activities, output, outcomes and best practices.

  • Take initiatives in generating information that are required to add values in on-going programmes or for the programmes visualized for future.

  • Ensure proper documentation of the project including and not limited to learning, lessons learned, best practices, case studies, in coordination with Communication department. 

  • Ensures that the DIP, Dashboards, Gantt charts, M & E plan, output tracker are updated and reported timely. 


Representation and Networking

  • Collaboration and coordination with government counterparts, external development partners and donors at various levels.

  • Supports to build strong networks with other NGOs, CSOs, bi- lateral and multi-lateral agencies and Government line agencies working on children’s/Girl’s and young women’s issues to promote coordination and resource sharing at the Local government/district/province level.

  • Represent Plan International Nepal in the meetings organized by National Office which is specifically about Empowering Adolescent Girls through Education for Brighter Future.


Programme
Quality

  • Ensures that the programs have quality benchmarks in place and is being exclusively executed at all levels.  

  • Ensures the M&E plan of the project is being executed by project staffs and partners staffs and documented accordingly. 

  • Ensures that all action plans developed after project reviews, evaluations and assessments are being executed as per agreed plan.

  • Ensures that data is well optimized for all themes at all levels - by partners, project team in in field and regular update is being made as per plan. 

  • Ensures that the project quality monitoring is being carried out periodically against quality benchmarks and recommendations are being implemented on timely manners.

  • Ensures that the Gender Transformative Marker Assessment (GTMA) has been done and taken into consideration during the project implementation and after the project completion GTMA is completed. 


Innovation and Scale

  • Identifies new ideas, best practices, problems and issues around program implementation and works toward finding solutions for improvements, documenting, disseminating and in consultation with relevant departments and themes


Any other tasks as assigned by line manager in accordance to organizational mandate and priority. 

Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion (DEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. 


TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Education qualification and experience

  • Bachelor's degree in Education and relevant field at least 4-5 years of experience in a Coordinator role including grants management.

  • Master's degree in Education and relevant field at least 2-3 years of experience in related sector

  • Experience in project implementation, partnership management, government engagement, designing / managing of integrated Projects. 

  • Sufficient knowledge on Education sector of Nepal with current policies. 

  • Budget tracking and management.

  • Experience in working on grant funder project.  

  • Knowledge of monitoring and evaluation of project is essential and beneficial if experience on integrated Project.

  • Experience in networking/engaging with key actors.

  • Experience in capacity development of partner staff.

  • Good knowledge of written and spoken English.

  • Ability to establish and maintain effective relationships with colleagues, a variety of team members and external contacts, through good written and spoken communication skills


Knowledge

  • Understanding of the structures, processes and trends in the Nepal political system and their impact in education sector.

  • Good understanding of the processes by which you achieve policy change and of how to conduct power and political analysis.

  • Ability to plan work and meet deadlines when working under pressure on a number of projects.

  • Commitment to Plan’s values including the rights and needs of children. 

  • Experience of working for an international organisation.
