National Environment & Equity Development Society (NEEDS) Nepal is a humanitarian and development organization dedicated to improving socio-economic development, humanitarian action/DRR/CCA & safer migration, and anti-human trafficking in Sudurpaschim province since 1999. NEEDS Nepal has three core working sectors i) Safe Migration & Economic Development, ii) Environment, Climate Change & Disaster Resilience, iii) Education, Health & WASH  with  GESI, Good Governance, and Humanitarian Response as cross-cutting themes. NEEDS Nepal has developed its expertise in these sectors and various subsectors, specifically in safer migration, prevention of human trafficking, technical education & vocational training, climate resilience, economic development, livelihood, infrastructure development, humanitarian response, urban-DRR, disaster risk reduction, management & flood resilience, quality education, emergency in education, women socio-economic empowerment, GESI, etc.

We are looking for potential Nepalese candidates for the following positions:

1. Position: Finance Officer

Location: Purarbas, Kanchanpur

Required No: 1

Position Description

Finance Officer (FO) will be the responsible person for the overall financial management of the project.. The FO will be responsible for the project's budget planning and effective use of funds ensuring operational and programmatic efficiencies. S/he will oversee the effective and appropriate use of financial resources and develop effective mechanisms to manage the expenditures. S/he will support to ensure effective implementation of financial and related policies in line with relevant rules, acts and standards. S/he will ensure compliance with funding partner's financial regulations and organizational policies

Key Responsibilities of the Position

  • Manage the project's entire financial, monitoring, and reporting systems.

  • Implement policies, guidelines, and criteria for financial and administrative management of the district project office in accordance with organizational standards and funding partner's regulations.

  • Prepare budgets for program, handle expenditure and monthly/ quarterly and six-monthly financial reporting of project.

  • Develop project budgets and implement the mechanism in district to ensure spending to align with project implementation.

  • Carry out financial forecasting, budgeting of district office.

  • Prepare vouchers/expenses, manage petty cash and payroll (salary/benefits), allowances and financial advance management of all staffs of project. 

  • Consolidate and analyze various finance related data to support planning, management and reporting.

  • Receive and verify Bank Reconciliation statements and ensure legal and taxation compliance support policy or organization.

  • Ensure the transparent and competitive procurement of goods and services at all times in district. 

  • Ensure an effective internal control system and financial management system within the project office.

2. Position: Admin and Finance Officer

Location: Mahendranagar, Kanchanpur Base

Required No: 1

Position Description

Admin and Finance Officer (AFO) will be the responsible person for the overall financial management of the project.. The FO will be responsible for the project's budget planning and effective use of funds ensuring operational and programmatic efficiencies. S/he will oversee the effective and appropriate use of financial resources and develop effective mechanisms to manage the expenditures. S/he will support to ensure effective implementation of financial and related policies in line with relevant rules, acts and standards. S/he will ensure compliance with funding partner's financial regulations and organizational policies

Key Responsibilities of the Position

3. Position: Procurement and Finance Officer

Location: Mahendranagar Base

Required No: 1

Position Description

The Finance and Procurement Officer will be the responsible person for the finance and procurement management of the organization.. S/he will oversee the effective and appropriate use of procurement,financial resources and develop effective mechanisms to manage the expenditures. S/he will support to ensure effective implementation of financial and related policies in line with relevant rules, acts and standards. 

Key Responsibilities of the Position

  • Regular coordination with project and finance team for procurement activities.

  • Support project teams in completing the required documents for procurement.

  • Collection of quotations for goods and services  on receipt of the approved Purchase requisition forms.

  • Maintain procurement files and ensure complete documentation of the processes.

  • Preparation of comparative charts and submission to approval authority in

  • Consultation with the program team.

  • Prepare and update preferred vendors list and finalize for regular procurement on a timely basis.

  • Orient/communicate procurement policy and procedures including changes to all

  • Implement policies, guidelines, and criteria for financial and administrative management of the 

  • Prepare budgets for program, handle expenditure and monthly/ quarterly and six-monthly financial reporting of project.

  • Develop project budgets and implement the mechanism in district to ensure spending to align with project implementation.

  • Handle administrative tasks including inventory and procurement management, general administration, and ensure smooth operations of projects.

Required Qualification and Skills

  • Bachelor’s degree in finance or business administration.

  • At least 2 years of experience in similar position.

  • Must possess excellent accounting knowledge, knowledge about tax, VAT and other tax provisions, thorough with GoN rules and regulations.

  • Good understanding of programs and program budget, possess reporting skills, knowledge and practice of accounting software packages.

  • Ability to work effectively under pressure, maintain confidentiality and ability to establish a good working environment.
